AG-32SC-S-17-0012 – Elevator Modernization US National Poultry Research Center, Richard Russel Center (RCC) Building

Request of Information -- Question (Q)/Answer (A)

Q6. Can we provide an alternate to completely replace the existing gearless DC machines with AC gearless machines?

A6. NO, in two independent evaluations the DC machines were cited as a strength of the system and replacement is not warranted.

Q7. In regards to the below information, can you please let me know if the contractor is required to do all of this?

Any clarification is greatly appreciated.

From Pg. 4&5 of specifications:

Part 1.04 RELATED WORK BY OTHERS

A) This project will be a “turn-key” project with all work requirements included under the

Work and Services by the Contractor unless specifically detailed in this section.

B) Machine Room HVAC:

1) Elevator # 1, # 2, # 3 and # 4: Machine room HVAC systems in machine room housing

Elevator # 1, # 2, # 3 and # 4 equipment is to be retained and reutilized.

2) Elevator #5: Machine room housing Elevator #5 equipment shall be provided with an independent HVAC system to maintain temperature and humidity to between 55 deg F and 90 deg F with relative humidity of not more than 85% non-condensing. The Contractor shall provide actual calculations for total anticipated heat loads generated by all elevator machine room equipment and the capability of the HVAC equipment will satisfy the loads.

a) There shall be no drain lines or condensation allowing water in the machine room.

b) Dedicated HVAC system for machine room is required to have an electrical disconnect lockable in the off position with proper labels identifying source of power and purpose.

c) Remote systems shall have a proper thermostat inside the machine room.

d) HVAC system will be required to be supplied with emergency generator power.

e) Existing machine room wall with vents must have vent secured and covered to prevent the loss of conditioned air from machine room.

C) Ethernet Wiring: Provide CAT-6 wiring or minimum CAT-5 for an Ethernet connection wiring from the subbasement level where the pit entrance is located for # 3 and # 4 elevators that will run from this location to the boiler room control room. The purpose of this wiring is to accommodate the PC Terminal and Hyperextender (to extend data transfer range) for connection to the Ethernet which would be provided by MCE (Company that would provide the elevator controller for the group control). This PC terminal would be a keyboard and monitor to access the iView group that would permit the control room attendant to view elevator status of

Elevators # 1, # 2, # 3 and # 4.

D) Building General Construction: Building general construction conditions will include, Work detailed in this section.

1) Verify proper installation of 1 ½ hour “B-Label” door to machine room to include self-closing and self-locking requirements.

2) Verify proper Class ABC Fire Extinguisher in machine room permanently mounted and conveniently located to the access door as required by ASME A17.1 Safety Code for Elevators and Escalators.

3) Verify that all non-elevator related pipes, wiring, conduit have been removed and openings in machine rooms and hoistways to include a 2-hour fire rating. All foreign pipes, wiring or conduit not in use or directly related to the elevator system shall be removed from machine rooms and hoistways.

A7. All of the work listed in Part 1.04 is not Elevator Contractor work items; that is why it is listed as Work by Others. Of the listed excerpts in Part 1.04, only Paragraph C) Ethernet Wiring is required for this contractor to complete. Selected elevator contractor will be responsible for all wiring from the elevator machine room to a connection point located at the subbasement level where the pit entrance is located for #3 & #4 elevators Q8. One other question that just came up on pg. 43 was about access to the underside of car, if it’s needed and what exactly you’re looking to do, any more details?

A8. A means shall be permanently installed or permanently stored in the pit to provide access to the equipment on the underside of the car. This a performance statement requirement stated exactly as written in the actual code. The elevator contractor is responsible to determine the “means” that satisfies the code requirement, be it a step ladder or a platform that will allow an elevator contractor to safely access any item installed under the car that achieves the stated purpose and is compliant to the various OSHA standards for industry. Only the elevator contractor should dictate the specific means that his/her personnel should have that is permanently provided to work above floor height.

Q9. Per the solicitation, this procurement is a total small business set-aside. Does this mean just for the General Contractor or for who is preforming the majority of the work which will be the elevator company?

There were a couple elevator companies at the walk through that were not small business set-aside and as a small business we would like confirmation that the large elevator companies will not be allowed.

A9: Offers received from concerns not qualifying as a small business concern shall be considered non-responsive and shall be rejected. Reference Federal Acquisition Regulation FAR 9.601-9.604 regarding contractor team arrangements.

Q10. Specifications section 2.03 A.1.a.2- Who is to supply the test results of the gearless hoist motor and drive machine; the elevator company or the electric motor repair company?

A10. The elevator company will have to subcontract with a specialty motor repair shop to be able to perform all of the testing of the fields and armature of the gearless machines in order to provide the documentation required under this specification as this is a specialized field requiring special equipment, tools and expertise.

Motor fields require baking in an oven once they are wound, cleaned, and wrapped, then tests are performed.

Electric motor shops perform these test routinely, what is required is the written results of the individual tests performed by the electric motor subcontractor that are stated in the specification.

Q11. Last question, will you be posting the sign in sheet for the site visit to FBO. GOV for the US National Poultry Research Center?

A11. NO

The following question/answers were provided on FBO on 28 March 2017 Q1: Can you tell me the % of the bid bond required and the dollar amount per calendar day of liquidated damages if there are any?

A1: The amount of the bid guarantee shall be 20% percent of the bid price or $3 Million, whichever is less.

Government does not anticipate Liquidated Damages for this effort as Contractors shall provide a schedule of execution of the modernization work with time periods necessary to indicate critical milestones for each elevator.

Q2: Our firm specializes in the modernization of elevator systems exclusively for the federal government throughout the

United States. After a review of the Statement of Work, I feel compelled to comment that the desired renovation is very ambitious as it relates to the allotted price range. Is there a chance the renovation magnitude will decrease...or the perhaps the price range increase? We will be very interested in your project if either of these changes will be made.

A2: The current scope and magnitude of construction remain unchanged and we believe they are accurate given all the details provided in the solicitation package.
