About this opportunity
The Federal Bureau of Investigation seeks quotations for a single-award Blanket Purchase Agreement to supply Elevated Tactical Systems (ETS)—specifically One Single Ramp (OSR) and Rear Deployment Deck (RDD) units—with quotations due September 11, 2026 at 10:00 a.m. Central Time and questions due August 28, 2026 at 3:00 p.m. Central Time. This is an unrestricted procurement with no set-aside.
The BPA runs for five years (September 21, 2026 through September 20, 2031) with an estimated aggregate value of $2.5 million. Place of performance is Quantico, Maryland. The NAICS code is 336999, All Other Transportation Equipment Manufacturing; PSC is 2510, Vehicular Cab, Body, and Frame Structural Components.
The ETS must maximize tactical advantage and operator safety during multi-level structural interventions. The host vehicle must be a 2025 or newer Ford 550 XL truck (black, regular cab, 4x4) equipped with a Mobile Adjustable Ramp System featuring dual extendable hydraulic ramps reaching maximum height with full extension in less than 10 seconds. Required components include aircraft-grade aluminum and stainless-steel construction, safety railing, rear access ladders, NIJ 3 armored windshield, wireless remote controller, in-cab control pendant, Side Deployment Rail, Side Assault System, Multi-Angle Extension Ramp, and a Rear Deployment Deck with rear articulating stairway and crew seating for eight additional persons.
Quotations are submitted in three volumes: Technical Capability (15-page limit), Past Performance (5-page limit), and Price (no limit). Award goes to the highest technically rated quotation with fair and reasonable price; technical capability is weighted more heavily than past performance, with both combined weighted significantly more heavily than price. The Government may evaluate without discussions or conduct discussions as necessary. BPA Calls are issued on a firm-fixed-price basis with no minimum quantity guaranteed. Invoices must be submitted electronically through the FBI's Invoice Processing Platform. The contracting officer is Maureen Murdock.
