3. BASIS OF AWARD

The Government intends to award a single contract to the Quoter submitting the highest technically rated quotation with a fair and reasonable price.

The Government will evaluate quotations using the following factors:

• Technical Capability

• Past Performance

• Price

Technical Capability is more important than Past Performance. Technical Capability and Past Performance, when combined, are significantly more important than Price.

Technical Capability and Past Performance will be evaluated to determine the highest technically rated quotation. Price will not be scored or assigned an adjectival rating; however, it will be evaluated for completeness, fairness, reasonableness, and balance.

Factor 1 - Technical Capability

The Government will evaluate to which the quotation demonstrates the Quoter’s understanding of the requirement and successfully provided a physical product as outlined in the Statement of Objectives.

During evaluation of each quote, the Government will assign each factor a rating as shown below:

RATING DESCRIPTION

OUTSTANDING Information provided by the Offeror demonstrated the ability to EXCEED all requirements. The quote presented an exceptional system, demonstrated a clear understanding of the statement of objectives. The quote contained more than one strength and had no deficiencies or significant weaknesses.

Risk is very low.

GOOD Information provided by the Offeror clearly demonstrated the ability to MEET all requirements. The quote presented a thorough system, demonstrated a clear understanding of the statement of objectives. The quote contained at least one strength and no deficiencies or significant weaknesses.

Risk is low.

ACCEPTABLE Information provided by the Offeror partially demonstrated the ability to MEET all requirements. The quote presented an adequate system, demonstrated an adequate understanding of the statement of objectives.

Weaknesses not offset by strengths do not significantly detract from the Offeror’s quote. Risk is moderate.

MARGINAL Information provided by the Offeror did not clearly demonstrate the ability to meet all requirements. The quote presented did not present an adequate system or understanding of the statement of objectives. The evaluation of the quote received one or more weaknesses which are not offset by strengths.

Risk is high.

Definitions Applicable to Technical Evaluation

For purposes of the technical evaluation, the following definitions apply:

• Strength: An aspect of a quotation that appreciably enhances the probability of exceeding and/or meeting the minimum requirements.

• Weakness: A flaw in the quotation that increases the risk of not meeting the minimum requirements.

• Significant Weakness: A flaw in the quotation that appreciably does not meet the minimum requirements with increased risks.

• Deficiency: Failure in the quotation that does not meet the government requirement or a combination of significant weakness risks that is unacceptable

Factor 2 – Past Performance The Government will evaluate the recency, relevancy, and quality of the Quoter's past performance to determine the degree that the Quoter will successfully provide the required Elevated Tactic Systems.

Past performance references performed within the past five (5) years and similar in size, scope, and complexity to the instant requirement will be afforded greater consideration. The Government will assign greater weight to past performance references that are more similar in size, scope, and complexity to the requirements of this solicitation.

The Government may consider information obtained from CPARS, customer references, questionnaires, interviews, and any other source deemed relevant.

Past Performance Ratings The Government will assign one of the following ratings to the Past Performance factor:

Rating Description Pass Based on the Quoter's recent and relevant performance record, the Government has a reasonable expectation that the Quoter will successfully provide the required Elevated Tactic Systems.

Fail Based on the Quoter's recent and relevant performance record, the Government does not have a reasonable expectation that the Quoter will successfully provide the required Elevated Tactic Systems, or the Quoter failed to provide required past performance information. A quotation rated Fail is ineligible for award.

Neutral The Quoter does not have recent or relevant past performance, or the record is so limited that no meaningful past performance assessment can be made. A Neutral rating will not be evaluated favorably or unfavorably and will not make the Quoter ineligible for award.

Factor 3 – Price

The Government will evaluate price for completeness, fairness, reasonableness, and balance.

Price may be evaluated using one or more of the techniques identified in FAR 15.404-1(b), including comparison of proposed prices received in response to this solicitation, historical pricing, market research, and the Independent Government Cost Estimate (IGCE).
