About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure two electronic frequency converter assemblies (ELEK FREQ CONV ASSY) under NSN 7H-5895-016085066. This pre-solicitation notice indicates the government intends to conduct a sole-source procurement under FAR 6.302-1 authority, as they do not own the technical data rights needed for competitive procurement and have determined it would be uneconomical to acquire the data or reverse engineer the component. The procurement falls under the IT and Telecom category for analog voice products hardware. Interested parties have 45 days from the January 19, 2024 publication date to submit capability statements or proposals demonstrating their ability to fulfill the requirement, with commercial item providers having only 15 days to identify their capabilities. The contract opportunity has a due date of August 11, 2025, and delivery will be FOB origin.

This procurement is designated as a total small business set-aside, limiting participation to qualified small business entities. The government has not identified any incumbent contractors or current suppliers in the notice, which aligns with their statement that they lack the technical data rights typically needed for competitive sourcing. No specific contract value or budget range has been disclosed in this pre-solicitation phase. The quantity requirement is limited to two units of the frequency converter assembly, suggesting this is a relatively small-scale procurement for specialized electronic equipment. The extended timeline between posting and due date indicates this may be a complex procurement requiring significant preparation time for both the government and potential contractors.
