About this opportunity
DARPA seeks proposals to develop, demonstrate, and apply emerging electronics technologies from its Electronics Resurgence Initiative to directly impact DoD and national security capabilities. Proposals must establish partnerships between defense transition partners in academia, commercial organizations, and government to revolutionize DoD systems and programs of record. Proposals will be evaluated based on scientific and technical merit, relevance to DARPA's mission, and cost realism, with abstracts due February 15, 2019 and full proposals due April 5, 2019.
There is no set-aside designation. Total anticipated funding is between $25-50 million to be awarded through multiple contracts or transactions, with periods of performance up to the lifetime of the relevant ERI program. Key ERI program areas include logic, memory, analog/RF, neuromorphic computing, and quantum information science. Proposals should fall under one of three technical areas focusing on immediate technology development, partnering for future development, or collaboration infrastructure.

Amendment 04: The purpose of Amendment 4 is to close the BAA for all submissions on Friday, June 14, 2019.
Amendment 03: The purpose of Amendment 3 is to 1) extend the Proposal Due Date to April 5, 2019, 2) amend the limitation on the total proposed period of performance, and 3) clarify the TA2 proposal preparation instructions, with respect to the ERI performer(s).
Amendment 02 - The purpose of this amendment is to revise "F. Contracting and Proposal Options for Partnerships" to clarify that choice of partnership option may also be determined based on the funding type that can be accepted by the existing ERI Performer. As now indicated in the BAA via this amendment, in cases where the existing ERI Performer is unable to accept 6.3 funds (where the research would be restricted/non-fundamental) under this BAA, the existing ERI Performer would instead receive 6.1 or 6.2 funds (where the research would be considered fundamental) via a modification to their existing ERI award instrument. This partnership would be formalized via an Associate Contractor Agreement (ACA). The Defense Transition Partner would still receive 6.3 funds as indicated in the BAA.
