About this opportunity
The Department of Veterans Affairs requires Electronic Verification of Vital Events software to verify veteran identity data such as dates of birth and death in the Master Patient Index. The National Association for Public Health Statistics and Information Systems currently provides this subscription service, which retrieves death certificates and verifies facts of death as well as birth certificates and verifications from state vital records offices. Quotes are due by May 26, 2021 and will be evaluated based on price for the software queries required under a base period of 12 months and three 12-month option periods.
There is no set-aside designation for this solicitation. The NAICS code is 541511 and PSC code is D304. As the incumbent, NAPHSIS is the only contractor able to meet VA's needs by providing access to the necessary proprietary data. The justification cites FAR authority for a sole source award with an estimated total value of $1.5 million over four years. Performance will take place at locations throughout the VA healthcare system and the Department of Veterans Affairs headquarters.
Notice text
The Department of Veterans Affairs (VA), Office of Information & Technology (OI&T), Identity and Access Management (IAM) has a requirement for Electronic Verification of Vital Events (EVVE) software. EVVE is a subscription service that is owned and developed by the National Association for Public Health Statistics and Information Systems (NAPHSIS), and used throughout the VA to verify identity information, specifically dates of birth and dates of death. EVVE provides an additional verification source of date of birth and date of death information to approve the accuracy of that data within the Master Patient Index (MPI). All of VA uses MPI as the authoritative source for this information. This will help prevent unnecessary prescriptions from being filled and allows for cancellations of deceased Veteran's appointments thereby freeing those appointments for active patients. It also provides the Veterans Health Administration with more accurate death information which will help prevent benefits checks from being inappropriately distributed to deceased Veterans. This information is imperative with VA’s Electronic Health Record Modernization integration to reconcile death information between VA and the Department of Defense.
