About this opportunity

The Naval Research Laboratory (NRL) is seeking qualified contractors to provide Electronic Support Measures (ESM) Digital Signal Processing (DSP) and Software Development Services through a Sources Sought Notice (SSN). The procurement focuses on research capabilities in five critical areas: RF Analog-to-Digital Conversion Hardware Integration, Digital Signal Processing Software Development, Electronic Support Software Development, Software Validation and Verification, and Configuration Management and Control. Interested contractors must submit a response by March 20, 2025, with a maximum 10-page document detailing their company information, business size, capabilities, relevant experience, and proposed job titles. The SSN aims to determine the availability of contractors capable of meeting the draft Statement of Work specifications and requires respondents to have personnel with security clearances up to Secret or Top Secret/SCI. Responses should be emailed directly to Contract Specialist Deirdre L. Hughes at Deirdre.L.Hughes.civ@us.navy.mil.

The pre-solicitation notice does not include a specific set-aside designation and is categorized under NAICS code 541715 for Research and Development in Physical, Engineering, and Life Sciences. No incumbent contractor or specific award value is mentioned in the documentation. The work will primarily be performed at NRL in Washington, D.C., government facilities, and contractor locations, with an emphasis on developing advanced passive electronic warfare systems. The contract involves creating DSP software techniques for FPGA hardware, developing electronic support software for identifying threat emitters, implementing graphical user interfaces, conducting comprehensive software testing, and managing configuration controls. While this is currently a planning-stage notice, it signals the Navy's intent to potentially issue a future solicitation for these specialized research and development services.
