About this opportunity
The Department of the Navy Naval Facilities Engineering Command is conducting a sources sought market survey to identify potential commercial sources for Electronic Security System (ESS) central monitoring systems that are compatible with Johnson Controls C-Cure software. This market research relates to the FY26 P200 Nuclear Power Training Facility Simulation Expansion project at Joint Base Charleston, South Carolina, which is planned as a design-bid-build construction project. Interested vendors must demonstrate their ability to manufacture and install ESS central monitoring systems that meet the technical specifications outlined in the government's attachment. The government is requesting capabilities statement packages limited to no more than five pages total to assess commercial availability and adequacy of potential sources. Responses to this sources sought notice are due by October 6, 2025, and no reimbursement will be provided for costs associated with responding to this announcement.
This sources sought notice does not include any set-aside designations and explicitly states that no contract will be awarded from this announcement alone. No incumbent contractors or potential award values are mentioned in the notice, as this is strictly a market research tool to determine commercial availability prior to any future procurement action. The government emphasizes that this is not a request for proposals or invitation for bid, and no bid package or solicitation is currently available. Technical points of contact information will not be provided to protect procurement integrity, and no appointments for vendor presentations will be scheduled. The notice serves as preliminary market research for what will potentially become a future construction contract opportunity related to nuclear power training facility expansion.
