About this opportunity

United States Air Forces in Europe - Air Forces Africa intends to solicit an Electronic Key Management System upgrade at Aviano Dorms, with a sources-sought response due by July 20, 2026. No set-aside is anticipated.

The current CISA eSigno electronic key management system experiences chronic reliability failures, including system lockups that prevent creation or reprogramming of keys. Two of four Key/Lock encoders are inoperative, compounding operational constraints. The Air Force seeks procurement of seven CISA Solo Encoders, seven NFC mice for lock communication and programming, one E-Server for Smart Software V4, one license and installation of Smart Software V4, and setup and training services.

Respondents must be registered in SAM.gov and provide UIE number, CAGE code, and company structure documentation. Sources sought responses should address technical capability, past performance on similar projects, whether the specified CISA requirements are overly restrictive, suggestions for requirement modifications, and commercial pricing including warranties and discounts. Responses are limited to ten pages, excluding marketing literature and technical data sheets. Submit responses by July 20, 2026, at 4:00 PM Central European Time to SSgt Mark Johnson-Smith (mark.johnson-smith@us.af.mil) or Melissa Maurhart (melissa.maurhart.it@us.af.mil). The Air Force will not acknowledge receipt, provide outcome notifications, conduct discussions, or reimburse submission costs, though it reserves the right to request additional information or demonstrations.

Notice text

The current Electronic Key Management System at the Aviano Dorms is old and is having reliability issues, often locking up and making it impossible to create new keys or reprogram malfunctioning or de-synced locks. Further, two of the current 4 Key/Lock encoders are not working correctly, creating further bottlenecks.
