The Regional Health Contracting Office - Atlantic, Gordon Health Contracting Branch, Fort Gordon, Georgia intends to issue a purchase order pursuant to the authority of FAR 13.106-1(b)(i) on a sole source basis to LAB Information Technology Incorporated , 11200 W Broadway Street, #2743, Pearland, TX 77548. HIPAA-Compliant Electronic Fax Service
LAB Information Technology Incorporated, is the only vendor capable of providing HIPAA-Compliant Electronic Fax Service. The current MEDCOM contract will expire on 31 March 2021. This contract directly impacts patient care as all network results for patient care are transmitted on these HIPAA compliant electronic communication lines. Any interruption in services will negatively affect patient care. However, companies that can provide an equal product must submit their technical capabilities to include technical specifications of their product, past performance information, price and delivery time. This information will be reviewed by the Government technical representatives for consideration for future requirements.
Must have:
- Be Windows 2010 and higher compatible and operate with the following web browsers: Internet Explorer and higher, Mozilla Firefox;
- Have and utilize communication number portability capability;
- Measure the time required to transmit communication messages by minutes and seconds;
- Support and provide 100 GB of storage capability for each account/ mailbox;
- Be web-enabled and meet Department of Defense (DoD), Military Health System (MHS), Army, Navy, Air Force, and AMEDD HIPAA and security requirements;
- Be validated under the National Institute of Standards and Technology (NIST) Cryptographic Module Validation Program (CMVP) that, at a minimum, meets level 2 security requirements of the Federal Information Processing Standard 140-2 (FIPS 140-2) for a Secure Sockets Layer (SSL) architecture;
- Provide a secure, encrypted end-to-end connection supported by authentication and server SSL certification;
- Support https and http, and Virtual Private Network (VPN) configurations;
- Support Lightweight Directory Access Protocol (LDAP) in accordance with (IAW)
AMEDD / MHS requirements;
- Be compliant with section 508 of the Rehabilitation Act of 1973, as amended (29 U.S.C. 794d);
- Ensure data encryption during data transmission and storage of PHI data outside of source system IAW MHS PHI data management and HIPAA requirements;
- Have the ability to audit capability IAW Evaluation Assurance Level - 3 (EAL3)
