About this opportunity
The Special Notice announces the Department of Commerce's intent to award a sole source contract to WESTLAW for an electronic database subscription. The Department of Commerce Office of the Secretary published the Notice to provide continued access to legal and legislative research services for its employees.
The Notice seeks to procure WESTLAW's online legal research service for a base period of one year with four additional one-year option periods. Interested parties may submit capability statements by September 29th to be considered for the sole source award, which is justified under FAR 6.302-1 as WESTLAW is the only organization able to provide the needed services. Capability statements must include pricing information. While no formal solicitation is available, the Notice serves to notify the public of the planned sole source award and provide an opportunity for alternative sources to submit capability statements for consideration, though the government reserves the right to use any non-proprietary information received. The services will provide employees continued access to legal and legislative materials to support their work through desktop access and reduce physical storage needs.
Notice text
Westlaw is an online legal research service and proprietary database for lawyers and legal professionals available in over 60 countries. Information resources on Westlaw include more than 40,000 databases of case law, state and federal statutes, administrative codes, newspaper and magazine articles, public records, law journals, law reviews, treatises, legal forms and other information resources.
The Commerce Research Library manages the contracts for several online databases and resources that support the work of Commerce employees. These electronic resources allow the Department to save money by providing access to all of HCHB and/or other regional offices under a single subscription, reduce the need for physical storage space for the print equivalent, and allow users to access information at their desktops.
DOC staff require continued access to legal and legislative information, including cases, statutes, regulations, legislative materials, and administrative materials, along with legal secondary sources, treatises, journals, and news to support their work.
