About this opportunity

The Department of Homeland Security Office of Procurement Operations issued a Limited Sources Justification for a sole-source Blanket Purchase Agreement to continue operating and maintaining the Electronic Contract Filing System (ECFS) using the eCase Audit & Investigations Case Management Suite version 11.2. The contract was awarded to OPEXUS (formerly AINS) on September 30, 2025, for cloud-based Software-as-a-Service hosting and comprehensive system support including project management, cybersecurity, help desk support, training, and data migration services. The sole-source justification is based on OPEXUS being the exclusive developer and owner of the eCase system with proprietary intellectual property rights, making them the only entity capable of providing the necessary hosting, maintenance, and support without authorized third-party alternatives. The BPA covers a one-year base period with two one-year option periods, totaling up to three years of service, though the contract value has been redacted from public documents. This interim solution will maintain uninterrupted ECFS operations while DHS prepares to conduct a competitive procurement for a follow-on Procurement Records Management system (PRM2) anticipated for award in the fourth quarter of fiscal year 2026.

Notice text

DHS must continue operating and maintaining the current ECFS using a cloud-based Software-as-a-Service (SaaS) solution. ECFS utilizes the Commercial-Off-The-Shelf (COTS) eCase Audit & Investigations Case Management Suite (currently eCase version 11.2) hosted in the OPEXUS, formally AINS, private cloud. The BPA will cover ECFS licenses as well as services for project management, system operation and maintenance including cybersecurity, help desk support, training, and data migration to facilitate the transition to a subsequent electronic contract filing solution.
