About this opportunity
NASA's Shared Services Center (NSSC) has issued a Special Notice announcing its intent to award a sole source contract to Kimball Physics Inc. for an electron gun to be used in solar wind simulation at the Dust Plasma Laboratory for studying dust grain properties. The procurement is being conducted under FAR 13.106-1(b)(1)(i) authority, with NASA/NSSC serving as the procuring center and performance taking place at NASA's Marshall Space Flight Center. The government has determined that Kimball Physics Inc., located at 311 Kimball Hill Road in Wilton, New Hampshire, is the sole provider capable of supplying this specialized electron gun equipment. The acquisition falls under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing and will utilize commercial item procurement procedures under FAR Parts 12 and 13.
The purpose of this Special Notice is to provide interested organizations an opportunity to demonstrate their capabilities and qualifications to perform this work, which could potentially lead to a competitive procurement process instead of the planned sole source award. Organizations must submit written responses detailing their capabilities no later than 3:00 p.m. Central Standard Time on June 12, 2025, giving potential contractors only three days from the posting date to respond. The government will evaluate these submissions solely to determine whether the procurement should be conducted on a competitive basis rather than as a sole source contract. No oral communications will be accepted, and the decision to maintain the sole source approach or open it to competition remains entirely at the government's discretion. The procurement supports NASA's dust plasma laboratory research capabilities, specifically focusing on equipment needed to simulate solar wind conditions for studying the properties of dust grains in space environments.
