About this opportunity

The Air Combat Command (ACC) Acquisition Management and Integration Center is conducting market research for Electromagnetic Warfare/Electromagnetic Spectrum (EW/EMS) Support services. The solicitation seeks a prime contractor to provide knowledge-based services supporting the ACC EW/EMS Branch, with a focus on supporting 38 programs and functions related to equipment, training, and operational initiatives. The contract requires six full-time equivalent positions with specific qualifications, including bachelor's degrees, Top Secret/Sensitive Compartmented Information (TS/SCI) clearances, and significant operational experience in DoD aircraft EW systems. Interested parties must submit a response to the Request for Information (RFI) using the provided response form by March 17, 2025, at 3:00 PM EST, with responses limited to 5 pages. The government will evaluate responses based on the contractor's capabilities, past performance, recruitment strategies, and understanding of the Performance Work Statement (PWS).

The contract is not set aside for any specific business category and will be performed primarily at Langley Air Force Base in Virginia, with potential travel to other military installations. The period of performance includes a one-year base period starting September 1, 2025, with four additional one-year option periods and a possible six-month extension. Contractor personnel will be required to obtain and maintain Top Secret facility clearance, NATO Secret clearance, and SCI eligibility. While no specific award value is mentioned, the contract demands comprehensive support across multiple EW/EMS programs, indicating a potentially significant engagement. Key deliverables will include monthly status reports, quality control plans, continuity folders, and hiring status reports. The anticipated contract award date is August 1, 2025, with a one-month transition period preceding full performance commencement.
