This pre-solicitation notice is for the procurement of electrolytic manganese metal (EMM) flakes by the Defense Logistics Agency Strategic Materials (DLA). DLA intends to purchase a total of 7,140 metric tons of EMM flakes with a minimum 99% manganese content over an 18-month base period and two 12-month option periods to be awarded under a lowest price technically acceptable evaluation. The solicitation is anticipated to be issued on May 26 with a response due date also of May 26.

There is no set-aside designation. The NAICS code is 331110 for iron and steel mills and ferroalloy manufacturing with a size standard of 1,500 employees. The pre-solicitation PSC code is 9630. The base period quantity is 3,600 metric tons with 2,100 metric tons in the first option year and 1,440 metric tons in the second. Shipments of no more than 300 metric tons must be delivered monthly to the Hawthorne Army Depot in Nevada by the end of each period, packaged and labeled in accordance with the statement of work's requirements.

The Defense Logistics Agency, Defense Contracting Service Office – Fort Belvoir (DSCO-F) intends to issue an unrestricted firm fixed price solicitation to SAM.gov, for Lowest Price Technically Acceptable (LPTA).  Anticipated date of solicitation issuance in SAM.gov – on or around May 26.

Requirement Description:  DLA intends to purchase a total 7,140 metric tons (MT) of EMM flakes with a manganese (Mn) content of at least 99.00% by mass (Mn content = 100 x (mass of contained Mn ÷ mass of total substances).  The performance period of 18-month base period and two (2) 12-month options period, to include FAR 52.217-8 and FAR 52.217-9.  

"One or more of the items under this acquisition is subject to Free Trade Agreements."

During the base year of eighteen (18) months, DLA intends to purchase 3,600 MT of EMM flakes.  There will be two (2) option years of 12 months each.  In the first option year, 2,100 MT will be purchased.  In the second option year, 1,440 MT will be purchased. 

PSC:  9630, the NAICS code for this action is 331110 – Iron and Steel Mills and Ferroalloy manufacturing, with a size standard of 1,500. This requirement will be procured under the guidelines of FAR Part 12, Commercial Items. DCSO-F requires that all contractors doing business with the Acquisition Office must be registered with the Systems for Award Management (SAM).
