About this opportunity
The Millennium Challenge Corporation seeks a contractor to assist in designing reform and capacity building activities for Sierra Leone's electricity sector to be included in a forthcoming compact. The contractor will review priorities and plans under the Power Sector Roadmap, assessing needs in areas like sector planning, utility evolution, tariff reform, private participation, and integrating sustainability, efficiency, climate adaptation and IT into strategies. The contractor will also review policies around environmental and social issues, gender programs and climate change to inform human and technical capacity development among sector institutions. Proposals are due by June 17th and the agency will use the analysis to select high-impact investment opportunities for the anticipated 2024-2025, 5-year compact.
There is no set-aside designation for this opportunity. Services will likely be coded under NAICS 541330 for engineering services and PSC code R499 for electricity services. As the incumbent contractor, the selected offeror will support implementation of Sierra Leone's sector roadmap and financial sustainability modeling to update short, medium and long-term sector priorities. The resulting compact is expected to guide investment of unspecified funds over its 5-year period.
