About this opportunity
The U.S. Army Corps of Engineers, Pittsburgh District, is seeking qualified contractors to provide electrical support services under a Blanket Purchase Agreement (BPA). The procurement encompasses 24/7 emergency support, maintenance, repair, installation, upgrades, troubleshooting, and related services for commercial and industrial electrical systems across 22 navigation locks and dams, 16 multi-purpose flood-damage reduction reservoirs, and associated facilities located in Pennsylvania, Ohio, and West Virginia. Services may also extend to sites within the geographic boundaries of the Great Lakes and Ohio River Division. The scope includes work on DC and AC power distribution systems (24 VDC and 120/240/277/480 VAC, with occasional 2,400 VAC), lighting systems, transformers, generators, automatic transfer switches, and specialty systems such as solar renewable energy, battery storage, fire alarm, building management systems, and electronic security systems. The BPA structure is designed to provide the Government with a cost-effective, rapid-response method for facility maintenance through individual purchase orders issued as "Calls" under the agreement. The pre-solicitation notice was posted on February 2, 2026, with a due date of February 9, 2026.
No set-aside designation has been applied to this procurement, making it open to all eligible contractors. The pre-solicitation notice does not identify any incumbent contractors or specify an anticipated award value or budget range. The procurement is categorized under NAICS 238210 (Electrical Contractors and Other Wiring Installation Contractors) and PSC J059 (Maint/Repair/Rebuild of Equipment—Electrical and Electronic Equipment Components), indicating the technical scope and classification for this requirement. Interested contractors should prepare for a BPA structure that will generate work orders based on the Government's operational needs across multiple facilities in a three-state region. The seven-day response window from posting to due date suggests this is an expedited pre-solicitation notice to gather contractor interest and capability information prior to formal solicitation release.
