About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) is seeking electrical installation services for a standalone autoclave/steam sterilizer at their Northeast Fisheries Science Center's Milford Laboratory in Connecticut. The project involves installing a new 200A three-phase 120/208V electrical panel in the second-floor hallway outside an autoclave room and running circuits to support the steam sterilizer, which will provide independent sterilization capacity for the laboratory's BSL-2 facility conducting microalgal, microbiological, and eDNA research. Contractors must be licensed electricians who are U.S. citizens or legally authorized to work in the United States, with work to be performed between 7:00 AM-4:00 PM EDT, Monday through Friday. The government will evaluate proposals based on technical capability (rated from unacceptable to exceptional) and price reasonableness, intending to award a firm-fixed-price contract without discussions. Electronic quotes must be submitted to jenna.taulman@noaa.gov and charles.kendall@noaa.gov by July 16, 2025, with optional site visits scheduled for July 2 and 3, 2025.

This solicitation is designated as a total small business set-aside under NAICS code 238210 (Electrical Contractors and Other Wiring Installation Contractors), with no incumbents or current contractors identified. The project magnitude is specified as less than $25,000, indicating a relatively modest electrical installation scope. Work will be performed at the NOAA facility located at 212 Rogers Road, Milford, Connecticut 06460, with the period of performance to be negotiated upon contract award. The Davis-Bacon Act wage determination applies to this project, establishing prevailing wage rates for construction trades in New Haven County, Connecticut, with minimum hourly rates ranging from $17.75 to over $66 depending on the specific trade classification. No performance or payment bonds are required for this contract, streamlining the procurement process for qualified small business electrical contractors.
