About this opportunity
The Federal Aviation Administration (FAA) is seeking proposals for the Electric Vertical Takeoff and Landing (eVTOL) and Advanced Air Mobility Aircraft Integration Pilot Program (eIPP), a Screening Information Request (SIR) issued under solicitation number 697DCK-25-R-00445. The program aims to accelerate the safe integration of eVTOL and Advanced Air Mobility (AAM) aircraft into the National Airspace System by selecting at least five pilot projects through partnerships between State, local, tribal, and territorial (SLTT) governments and U.S.-based private sector organizations with demonstrated experience in eVTOL or AAM development, manufacturing, and operations. Eligible SLTT government offerors must partner with at least one private sector partner and propose aircraft that are actively undergoing Type Certification. Proposals will be evaluated across six criteria: U.S.-based aircraft and technology, economic and geographic representation, operational plans, policy and regulatory insights, aircraft readiness, and operational support. The proposal submission deadline is January 22, 2026, at 3:00 PM ET, with the FAA targeting a selection announcement by March 3, 2026.
This procurement includes no set-aside designations and represents an unfunded Other Transaction Agreement (OTA) with no federal funding provided to participants. The program seeks to demonstrate various advanced air mobility use cases including air taxi services, regional flights, cargo transport, medical response, and rural access initiatives. Selected participants will be required to begin operations within 90 days of OTA execution and continue operations for three years following the first project's commencement. There is no specified award value, as the program operates on a cost-sharing basis with participating organizations covering all operational and development expenses. Performance will take place across the United States, with the FAA providing regulatory oversight while selected offerors are responsible for all technical implementation, safety compliance, and operational demonstration activities.

Update #6 · Latest ·
Amendment 0005 is hereby issued to extend the proposal due date of the SIR to January 22, 2026 at 3:00pm ET and to update minor language in the SIR. The Primary and Alternate COs have also been adjusted.
Clarification on the changes in the SIR in Amendment 0004:
- The FAA changed the Screening Information Request (SIR) evaluation criteria and limited the number of pages to 3 per criteria order to expedite the evaluation process for a March 3rd, 2026, selection.
- Per the Executive Order, after the selections have been announced, the FAA & selected Offerors will negotiate the Other Transaction Agreements ( OTA), which could take some time. Once the OTAs are signed by both parties, operations must begin within 90 days.

This is the Screening Information Request (SIR) 697DCK-25-R-00445 for the Electric Vertical Takeoff and Landing (eVTOL) and Advanced Air Mobility Aircraft Integration Pilot Program (eIPP).
This procurement is in support of the Federal Aviation Administration (FAA), Unmanned Aircraft Systems and Advanced Air Mobility Integration Office (AUS).
In Executive Order 14307, Unleashing American Drone Dominance, dated June 6, 2025, the President declared that it is the policy of the United States to accelerate the safe commercialization of UAS technologies and fully integrate UAS into the National Airspace System (NAS), as well as eVTOL and other AAM aircraft operations. The President directed the Secretary of Transportation, acting through the Administrator of the FAA and in coordination with the Director of the Office of Science and Technology Policy (OSTP), to establish an Integration Pilot Program under which State, local, tribal, and territorial (SLTT) governments can partner with private sector organizations with demonstrated experience in eVTOL or other AAM development, manufacturing, and operations, or new supporting technologies enabling AAM integration into the NAS. Consistent with the language of the EO, any SLTT government (as the eIPP Offeror) with at least one private sector partner(s) and a plan to achieve one of more national objectives is eligible to apply to participate in the eIPP. The SLTT will play a crucial role as the host of operations and planning while bearing a key responsibility to represent local community interests.
This SIR is seeking Offerors who can deliver successful outcomes by working cooperatively with a range of entities, which will accelerate these projects consistent with the high safety standards that the public expects from the aviation industry. These projects, once successful, are expected to deliver substantial data and lessons learned to inform the broader regulatory framework that will support and oversee the AAM sector.
The focus of this pilot program will be achieving ambitious national objectives in core areas that are in the public interest. Operations that are envisioned include piloted and unmanned approaches to:
- Air Taxis: Short range, on demand flying eVTOLs connecting to ground transport, demonstrating reduced noise impacts.
- Longer-range, fixed wing flights moving people in new forms of advanced regional aircraft with capabilities such as short takeoff and landing that could unlock new and more economically viable possibilities in air travel.
- Cargo: Using novel aircraft, including potentially fixed wing aircraft, to provide cargo services.
- Logistics and supply: Demonstrating new airlift and emergency management services, such as eVTOL operations for servicing energy facilities off-shore and improving medical transport capabilities with lower costs and impacts on local communities.
- Increasing Automation Safety: Demonstrating safe integration of aircraft with a range of automation technologies designed to enhance safety and/or efficiency in AAM operations.
See SIR attached for further details.
The FAA intends to competitively award at least five (5) Other Transaction Agreements (OTAs) with SLTTs in accordance with the EO under this SIR. The FAA reserves the right to execute additional OTAs if resources permit (49 U.S.C. § 106(l)).
The Government will make OTA awards to the Offeror’s determined to best meet the Executive Order selection criteria which are included in this SIR and reflected in the evaluation of the proposals.
To be considered for award of this requirement, the Offeror must have a current/valid registration in the Systems for Award Management (SAM) database website: www.sam.gov. Registration must be active by the offer due date.
Proposals must be submitted electronically through the eIPP Portal ONLY no later than 3:00 pm ET on December 11, 2025.
The eIPP Portal can be accessed at https://uas-support.faa.gov/s/?default=new.
Please see attached SIR for proposal submission requirements. Questions are to be submitted, in writing only through the eIPP portal, as specified in the SIR. Please reference the eIPP program on all question submissions. All questions must be received no later than 5:00pm ET on October 7, 2025. Questions will be answered in an Amendment to the SIR if deemed necessary and posted to SAM.GOV for all interested parties to consider. Prospective Offerors are encouraged to frequently visit SAM.GOV for any updates to this requirement.
Any questions regarding this announcement should be directed to Kristin Frantz, Contracting Officer, at Kristin.T.Frantz@faa.gov and Karina Espinosa, Alternate Contracting Officer, at Karina.Espinosa@faa.gov.
