Subject: Sole Source Combined Synopsis/Solicitation - Proprietary Elan Software License Renewals
This is a Sole Source Combined Synopsis/Solicitation Request for Quote (RFQ) for commercial items/services prepared in accordance with the format in Subpart 12.6. This acquisition is solicited pursuant to the Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Part 13.5 Test Program for Certain Commercial Items under the Department of Commerce Class Deviation PM 2015-01.
This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. This is a sole source action under FAR 6.302-1 - In accordance with FAR 6.301, a copy of the Justification of Other than Full and Open Competition will be posted within 14 days of the date of award. This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-79, effective December 15, 2014
The National Technical Information Service (NTIS) has a sole source requirement for the renewal of software maintenance/licenses for MSGL Software. As a result of this action, NTIS intends to award a Sole Source Contract with a period of performance of twelve (12) months.
Items required, quantities, due dates, etc are as in the attached Product Specification document.
Contract Type
This order shall be firm fixed price.
Basis for Award
This order will be evaluated on a reasonably priced, technically acceptable basis (RPTA). A quote will be found technically acceptable when it clearly and convincingly demonstrates that the contractor can provide the required goods/services as contained in the attached Product Specification spreadsheet, and when the contractor has no significant issues with their past performance. The Government reserves the right to review the contractors past performance record contained in the Past Performance Information Retrieval System (PPIRS) and/or other databases.
Quotation Response Instructions
The Contractor's quotation shall not exceed five (5) pages. Quotes shall be submitted as quickly as possible, but no later than 03/18/2015 at 1600 EST. Quotes shall be submitted by electronic mail to the Contracting Officer, Robert Coyle, at Robert.Coyle@nist.gob. Questions may be directed to the same, or via telephone at 703-605-6116.
This CSS shall not be considered direction to proceed with the subject effort, nor a promise of future direction to proceed. Contractors are solely responsible for submission costs.
