Only vendors who completed mandatory site visits may submit proposals.

Place of performance is El Paso, Texas, encompassing the existing tactical infrastructure footprint within the El Paso Sector. Work spans seven categories: roads and bridges, fences and gates (including concertina wire), vegetation control and debris removal, border lighting and electrical systems, drainage and grate systems, tunnel remediation, and tactical infrastructure attributes (shelters, cameras, generators). The contract is a single award, five-year base period plus four one-year option periods with a potential six-month extension, structured in two execution tiers: Scheduled Maintenance and Unscheduled Maintenance. Unscheduled work exceeding $750,000 per activity will not be executed under the contract.

Evaluation uses a two-phase process. Phase One down-selects offerors based on corporate experience (four-page limit). Phase Two evaluates management approach (17-page limit), technical capabilities and key personnel resumes (25-page limit), and price. Non-price factors (Phases 1–3 combined) are significantly more important than price (Phase 4). Award will be made to the responsible offeror providing best value.
