About this opportunity
NASA's Shared Services Center issued a sole-source justification notice on August 27, 2026, for procurement of an EKO solar tracker system, with capability statement submissions due by 4:00 p.m. Central Standard Time on August 31, 2026. NASA/NSSC intends to award a sole-source contract to EKO INSTRUMENTS USA INC. under FAR 12.102(a), determining that EKO is the sole provider of the EKO solar tracker system. The procurement will be conducted under FAR Part 12 (Commercial Items) procedures with performance at NASA Langley Research Center.
The system will support expansion of the Baseline Surface Radiation Network into marine environments. NASA's CRAVE team will conduct testing at Langley Research Center following delivery by December 1, 2026, before final deployment to a Dominion Energy offshore substation in 2027. The procurement NAICS code is 334516.
Interested organizations may submit written capability statements and qualifications to evaluate whether the Government should conduct this procurement on a competitive basis. Synopsis:
NASA/NSSC has a requirement for EKO solar tracker system.
NASA/NSSC intends to issue a sole source contract to EKO INSTRUMENTS USA INC. 2570 N 1ST ST 2ND Floor San Jose, California 95131-1035 United States under the authority of FAR 12.102(a). It has been determined that EKO INSTRUMENTS USA INC. is the sole provider of EKO solar tracker system.
NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Langley Research Center (LARC).
The Government intends to acquire Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial
The NAICS Code for this procurement is 334516.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. Central Standard Time on 8/31/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
