STATEMENT OF WORK TEMPLATE

1.0 Introduction/Background: The Baseline Surface Radiation Network (BSRN) is considered the gold standard for surface radiometry due to its strict calibration protocols and measurement standards; however, the network is currently lacking in over-ocean measurements. Because more than 70% of the Earth is covered by water, expanding the BSRN footprint to include marine environments is a critical scientific priority to close this data gap. To address this need, a new offshore surface radiometric, aerosol, and meteorological measurement site is projected to be established in 2027 at a static Dominion Energy structure. This new site will also complement existing CERES Radiation Validation Experiment (CRAVE) surface measurement sites—such as Granite Island (GI) and Langley Research Center (LRC)—and provide the highly valuable added benefit of validating CERES and other satellite measurements over water. To support continuous operations and meet BSRN standards at this new facility, solar trackers are required to assist in accurately measuring shortwave and longwave energy. Because this will be an offshore, remote site, procuring a low-power, lightweight solar tracker is essential for successful transport, installation, and sustained operation.

2.0 Scope of Work: The scope of this Statement of Work covers the procurement, delivery, and subsequent deployment of an EKO solar tracker system, which will be installed at the new Dominion Energy Substation structure.

3.0 Objectives: The primary objective of this requirement is to enable continuous, high-precision measurements of shortwave and longwave energy at the offshore Dominion Substation. Successfully deploying this tracker will establish the radiometric capabilities necessary to expand the Baseline Surface Radiation Network (BSRN) into marine environments and provide critical over-ocean data.

4.0 Description of the Work/Contractor Tasks: The vendor shall ship the EKO solar tracker to NASA Langley. Internal shipping and receiving will then deliver it to the CRAVE teams office at the NASA Langley Research Center. Once delivered, our team will set up the tracker at our local LRC site for testing before ultimately deploying it into operation at the Dominion Substation, projected for 2027. Because this is a standard hardware purchase, no formal design reviews or meetings are required, and there are no optional tasks associated with this contract. I will inform interested parties when the solar tracker has been tested and is ready for operation at the Dominion offshore site.

5.0 Deliverables: The vendor shall deliver the EKO solar tracker hardware, along with all standard cables, mounting accessories, and commercial documentation (such as user manuals and factory calibration certificates), to NASA Langley Research Center by the end of the current calendar year. The measurable performance standard for this commercial hardware purchase is that the equipment must arrive undamaged and be fully functional according to the manufacturer's published specifications. Finally, there are no optional deliverables.
