About this opportunity
The U.S. Army Corps of Engineers Engineering District Alaska is soliciting proposals for a design-build project to replace four existing 1,500 kW standby generators and associated electrical equipment at the Central Heat and Power Plant (CHPP) at Eielson Air Force Base, Alaska. The project includes designing and installing replacement generators for Building B6203, inspecting existing bulk fuel storage tanks and providing a status report, replacing non-functioning fuel gauge equipment, and updating signage for generators and fuel storage tanks. Contractors must maintain specific minimum power levels during critical periods, including 4,500 kW standby power from April 15th through September 15th and 3,000 kW standby power from May 1st to July 31st, with no generator shutdowns permitted during other times of the year. The evaluation will use a best value trade-off source selection methodology, and contractors must provide a construction phasing plan, schedule, and assumptions in their proposals. The solicitation was posted on March 26, 2025, with responses due by May 2, 2025.
This opportunity is designated as a competitive 8(a) set-aside with a size standard of $45 million under NAICS code 236220 for Commercial and Institutional Building Construction. Three contractors have been selected to advance to Phase 2 of the acquisition process: Bristol Building Constructors LLC, Red Point Construction LLC, and STG Pacific LLC. The project requires maintaining continuous power generation capabilities, with the contractor needing to provide 30-day advance notification for any anticipated electrical shutdowns. The work will be performed at Eielson Air Force Base in Alaska, and the contractor must ensure that power plant operations continue uninterrupted while replacing the four 1,500 kW generators. The project falls under the SBA requirement number LK1742938112Q and involves critical infrastructure replacement to support base operations.
