About this opportunity
The Department of the Air Force Air Mobility Command, through the 319th Contracting Squadron at Grand Forks Air Force Base, is seeking architectural and engineering (A/E) design services for the replacement of eighteen medium-voltage electrical transformers located at Cavalier Space Force Station in North Dakota. The A/E design firm must provide comprehensive TITLE I Design Services resulting in a complete Issued For Construction (IFC) package, which shall include design drawings, specifications, a construction Statement of Work, submittal register, probable construction cost estimate, and Design Analysis. Key contract requirements include conducting site investigations, reviewing as-built drawings, holding design review meetings with Government stakeholders, and ensuring all designs comply with the DoD Building Code (UFC-1-200-01) and all associated Unified Facilities Criteria (UFC). The designs must address critical challenges including transformer removal and installation logistics through HEMP-shielded structures, compatibility with existing downstream switchgear, residual PCB contamination assessment, and phasing plans to minimize power outages. The construction cost estimate must utilize current Department of Defense cost data via PACES or MII software in accordance with UFC-3-740-05. The pre-solicitation notice was posted on January 27, 2026, with responses due by February 26, 2026.
This opportunity is designated as a Total Small Business set-aside under NAICS code 541310 (Architectural Services), with the PSC category C1JZ (Architect and Engineering-Construction: Miscellaneous Buildings). No incumbent contractor or current contract award value has been identified in the pre-solicitation notice. The scope encompasses eighteen transformers with medium-voltage primaries and various secondary voltages ranging from 208 to 4160 volts located in two buildings: B820 (power plant) and B830 (mission building). While specific budget information is not provided in this pre-solicitation notice, the comprehensive nature of the deliverables—including site investigations, design review meetings, and detailed cost estimates utilizing DoD databases—indicates a substantial engineering design contract. This is a new requirement being solicited as a small-business set-aside, and prospective contractors are invited to suggest alternative NAICS codes if deemed appropriate for their firm's classification.

(18) transformers located in B820 and B830. These transformers have medium voltage
primaries with various secondary voltages ranging from 208 volts to 4160 volts. The
resulting IFC construction documents shall be for the demolition of existing transformers
and the installation of new transformers, including a strategy for overcoming conflicts of
getting the materials in and out of the buildings. The complete IFC package shall include
drawings, specifications, a construction Statement of Work (SOW), a submittal register, an
estimate of probable construction cost, and a Design Analysis. The A/E shall also conduct
