About this file
This is a Sources Sought notice issued by the 319th Contracting Squadron at Grand Forks Air Force Base, North Dakota, for market research purposes regarding architectural and engineering design services. The notice is not a solicitation and does not constitute a commitment by the Government; responses are voluntary and uncompensated.
The scope requires an Architecture/Engineering (A/E) design firm to provide TITLE I Design Services for the replacement of eighteen (18) medium-voltage transformers located in Buildings B820 (power plant) and B830 (mission building) at Cavalier Space Force Station. The transformers have primary medium voltages with secondary voltages ranging from 208 to 4160 volts. Deliverables include a comprehensive Issued For Construction (IFC) package comprising design drawings, specifications, construction Statement of Work, submittal register, probable construction cost estimate, and Design Analysis. The A/E must conduct site investigations, review as-built drawings, facilitate design review meetings with Government stakeholders, and ensure compliance with DoD Building Code (UFC-1-200-01) and Unified Facilities Criteria (UFC). The design must address transformer removal and installation logistics through HEMP-shielded structures, compatibility with existing downstream switchgear, residual PCB contamination assessment, and phasing plans to minimize power outages. The construction cost estimate must utilize current Department of Defense cost data via PACES or MII software in accordance with UFC-3-740-05. This is a new requirement to be solicited as a small-business set aside under NAICS code 541310 (Architectural Services), with respondents invited to suggest alternative NAICS codes if appropriate.

SOURCES SOUGHT
EGYN211002 Repair Electrical Transformers B820/B830
AT CAVALIER SPACE FORCE STATION, NORTH DAKOTA
THIS IS NOT A SOLICITATION! This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.
The 319th Contracting Squadron, Grand Forks AFB, North Dakota, is issuing this Sources Sought as a means of conducting market research to identify parties having the resources to provide the following:
Scope of Work: The A/E Design Firm shall provide all TITLE I Design Services required to develop a comprehensive A/E design and a complete Issued For Construction (IFC) set of documents. The contractor is to evaluate site conditions for the replacement of eighteen
(18) transformers located in B820 and B830. These transformers have medium voltage primaries with various secondary voltages ranging from 208 volts to 4160 volts. The resulting IFC construction documents shall be for the demolition of existing transformers and the installation of new transformers, including a strategy for overcoming conflicts of getting the materials in and out of the buildings. The complete IFC package shall include drawings, specifications, a construction Statement of Work (SOW), a submittal register, an estimate of probable construction cost, and a Design Analysis. The A/E shall also conduct site investigations, review as-built drawings, hold design review meetings with Government stakeholders, and ensure all designs conform with DoD Building Code (UFC-1-200-01) and all associated Unified Facilities Criteria (UFC).
Goal: Buildings B820 (power plant) and B830 (mission building), constructed in the early 1970s, require a design for the replacement of eighteen (18) existing medium-voltage transformers. The A/E design must thoroughly assess the existing electrical system and develop a comprehensive plan for transformer removal and installation, considering pathways through existing HEMP-shielded structures. The design must ensure the new transformers are compatible with the existing downstream switchgear and address residual PCB contamination from prior maintenance. The final design will include phasing plans to minimize power outages during replacement.
Complete a design build solicitation package to include concept level scope of work, floor plans and specifications, preliminary site drawings, floor plans and elevations, cost estimate, and any other documents necessary for a successful solicitation.
The A-E shall develop a project construction cost estimate with the following minimum characteristics: The estimate shall utilize the most current Department of Defense (DOD) cost data (Cost Book) by preparing the estimate in current versions of either Parametric
Cost Engineering System Software (PACES) or Micro-Computer Aided Cost Estimating System 2nd Generation (MII) software in accordance with UFC-3-740-05.
The result of this market research will contribute to determining the method of procurement.
This is a new requirement. This will be solicited as a small-business set aside.
The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541310 - Architectural Services.
NOTE: If you believe the above NAICS to be incorrect please suggest alternate NAICS for this acquisition.
