About this opportunity
The Department of the Air Force Materiel Command Test Center is soliciting an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for comprehensive paving and concrete support services at Eglin Air Force Base, Florida. The procurement encompasses resurfacing, full depth reconstruction, and new construction of bituminous concrete and portland cement concrete pavements, along with clearing, excavating, grading, and related operations for airfield pavements, roads, streets, railroads, and culverts. Contractors must demonstrate significant capabilities including self-performance requirements (no subcontracting allowed), in-house laboratory capabilities for asphalt testing, and in-house asphalt production facilities within reasonable delivery distance for temperature-sensitive materials. A critical performance requirement mandates the ability to place at least 1,500 tons of airfield pavement per day during runway milling and overlay construction. Questions regarding the solicitation are due by September 9, 2025 at 2:00 PM CDT, with proposal submissions due September 24, 2025 at 2:00 PM CST.
This procurement operates under NAICS code 237310 (Highway, Street, and Bridge Construction) with no set-aside designation, making it a full and open competition. The contract structure spans five years with a six-month extension option, as detailed in the comprehensive pricing matrix that includes granular line items for projects ranging from small-scale work (0-2,500 square yards) to large-scale construction (10,001+ square yards). The pricing matrix covers an extensive range of services from basic earthwork and excavation to specialized airfield pavement construction, runway markings, traffic control, and professional engineering services including civil, geotechnical, and environmental support. All work will be performed at Eglin Air Force Base in Florida, with recent amendments correcting quantity specifications for certain line items and clarifying measurement units for reflectometer testing. The solicitation emphasizes the critical nature of airfield operations support, requiring contractors to maintain the operational readiness of military aviation infrastructure through high-capacity paving capabilities and specialized technical services.
