About this opportunity

The Defense Logistics Agency intends to award a sole-source task order under contract SP4709-24-D-0039 to existing SAP Platform core contractors (Accenture Federal Services under SP4709-26-F-0019 and C5MI Insight LLC under SP4709-26-F-0020) for WMS Disposition Services Software Development Lifecycle Support, authorized on September 29, 2026.

The justification cites FAR Subpart 16.5 and asserts that sole-source award is warranted in the interest of economy and efficiency as a logical follow-on to competitively awarded JETS 2.0 contract orders. The core contractors possess irreplaceable institutional knowledge of DLA's customized SAP WMS architecture, including specific warehouse execution workflows for reutilization and demilitarization, customized integrations with Defense Automatic Addressing System and Defense Logistics Management Standards, and the strategic roadmap for technical debt migration. Awarding to an outside contractor would require three to six months of costly discovery and introduce unacceptable operational risks to DLA's worldwide material processing capabilities.

The requirement encompasses seven core tasks and four optional tasks supporting the Warehouse Management System that handles DLA Disposition Services' worldwide management of hazardous, excess, and end-of-life Department of Defense property. Core tasks include program management, requirements integration, design, application development, testing, enterprise support and strategy, and transition support. Performance period spans 36 months beginning September 30, 2026, with a 12-month base period and two optional one-year renewal periods.

Place of performance is Fort Belvoir, Virginia (DLA HQ Information Operations, SAP Platform division). Price reasonableness will be determined using pre-negotiated labor rates from the competitively awarded base contracts, supplemented by an Independent Government Cost Estimate. DLA mandates comprehensive knowledge transfer documentation and retention of all technical artifacts to facilitate future open competition.
