About this opportunity
The Department of the Army's Installation Management Command (IMCOM) at Fort Sam Houston issued a sole source justification for a 6-month bridge contract extension to provide Exceptional Family Member Program (EFMP) Respite Care Services for military families. The contract, valued at $1 million, was awarded to GenRev Strategies, LLC, the incumbent contractor, with a performance period from September 20, 2025, through March 19, 2026. The sole source justification is necessary due to a previous GAO protest that resulted in contract termination, requiring continuity of critical respite care services for approximately 350 of the 56,000 family members enrolled in the Army's EFMP who care for dependents with severe disabilities or diagnoses. These services provide temporary rest periods and mental health support for military families responsible for the regular care of persons with disabilities, as mandated by the National Defense Authorization Act and Department of Defense instructions. The bridge contract extension allows the government time to re-solicit the requirement through a competitive procurement process while preventing disruption of essential support services to military families.
