About this opportunity
The General Services Administration (GSA) Public Buildings Service is seeking general contractors and subcontractors for the Edward A. Garmatz United States District Courthouse Windows Replacement Project in Baltimore, Maryland. The project involves replacing the building's original windows, which are experiencing performance issues such as seal degradation, air and water leakage, and inconsistent tinting, as well as replacing sidewalk pavers along multiple streets. The government will utilize a Design-Bid-Build (DBB) delivery method and conduct the procurement using best-value source selection procedures, where non-price factors will be significantly more important than price. Interested contractors must submit responses by June 20, 2025, at 2:00 PM Eastern Standard Time through a Google Form or via email to specified GSA contacts. The solicitation will follow a phased approach with Phase 1 released in Summer 2025, Phase 2 in Fall 2025, and contract award anticipated in Spring 2026.
There is no specific set-aside designation for this contract, and the project is open to all capable contractors, including small businesses. The estimated construction value ranges from $30 million to $40 million, with a potential Project Labor Agreement (PLA) if the estimated cost reaches $35 million or more. The contract will be a firm-fixed price type, and the applicable NAICS code is 236220 (Commercial and Institutional Building Construction), with a small business size standard of $45 million. The project will involve comprehensive window replacement across multiple facades of the courthouse, including the South, North, Short North, West, and East facades, as well as sidewalk replacements along Lombard, Hanover, Pratt, and West Facade streets. The architect of record for the project is WDP & Associates, and the contract will be procured through standard GSA source selection procedures.
