About this opportunity
The U.S. Embassy Canberra seeks design and delivery of the EdUSA AI & Quantum Technologies Initiative, a bilateral STEM education program, with quotations due September 8, 2026, at 4:00 PM AEST. The procurement is an RFQ (19AS2026Q0032) with award on a firm-fixed-price basis to the lowest-priced, technically acceptable offeror; discussions are reserved as an option.
Place of performance is Harman ACT 2600, Australia. The contractor must maintain a local presence in Australia capable of supporting day-to-day coordination and reporting; U.S.-based prime contractors may satisfy this requirement using Australian-based subcontractors if local support is clearly documented. The 12-month program runs September 20, 2026 through September 30, 2027, and comprises five deliverables: an Initial Report (due 30 days after award), a Student Cohort Quantum Foundations Course (ten one-to-two-hour sessions for secondary students at a minimum of five schools in Years 9–11, with curriculum development and tracking of minimum 40 student completions), a Teacher Cohort Quantum Instructor Course (ten evening sessions for educators with instructor materials coordinated with U.S. subject matter experts and minimum 20 teacher participants), the Quantum 2050 Symposium Conference (in-person in either Sydney or Melbourne with minimum 100 attendees, including industry, academic, and government stakeholders, plus a needs-assessment survey), and a Final Report. NAICS 541720 (Research and Development in the Social Sciences and Humanities); PSC R408 (Support—Professional: Program Management/Support).
Foreign firms must price in Australian dollars; U.S. firms may use USD. GST is separately stated. Payment follows 30 days after completion of each deliverable. Amendment A0001 (effective August 28, 2026) clarifies that SAM registration is no longer mandatory for diplomatic missions and provides detailed Q&A on school selection, training structure, conference scope, and qualification demonstration. A pre-quotation conference is scheduled for August 24, 2026, at 11:00 AM AEST via Microsoft Teams. Acknowledgment of the amendment prior to the offer deadline is required.
