About this file
This document is an Amendment of Solicitation (A0001) issued by the U.S. Embassy Canberra GSO Procurement Office for solicitation 19AS2026Q0032, effective August 28, 2026. The amendment provides Questions & Answers received during the solicitation process and does not extend the deadline for offer submission. Contractors must acknowledge receipt of this amendment prior to the offer deadline through one of three methods: completing and returning one copy of the amendment, acknowledging receipt on each copy of the offer submitted, or submitting a separate letter or telegram referencing the solicitation and amendment numbers. Failure to acknowledge receipt may result in rejection of the offer.
The Questions & Answers address 14 inquiries regarding the EdUSA AI & Quantum Technologies Initiative contract. Key clarifications include: U.S.-based prime contractors may use Australian-based subcontractors to satisfy the Australian-presence requirement if local support is clearly documented; SAM registration is no longer mandatory for diplomatic missions under Acquisition Alert 25-40; submissions must include four mandatory components (completed SF-1449, Section 1 Pricing, Section 5 Representations and Certifications, and Section 3/Addendum A.2 information), though supplemental narrative and budget documentation are permitted; student-facing training must involve a minimum of 5 schools with Years 9-11 students; the conference must be held in person in either Sydney or Melbourne with a minimum of 100 attendees; student and teacher training courses will be taught separately with minimum participation of 40 students and 20 teachers; and international experience may be demonstrated through STEM university partnerships with prior international operations, though this is not an automatic substitute for required Australian and international experience qualifications.

Q1. The main question is for guidance since Vendor is US based (and SAM registered), and Sub Vendor is Australian based (and not SAM registered).
If Vendor is prime contractor, is it ok that the sub-contractor meets the Australian-presence requirement?
A1. Yes, this is acceptable. The Australian subcontractor may satisfy the Australian-presence requirement (Addendum A.2.3) on the prime's behalf, provided the quotation clearly documents how the subcontractor's local presence will support day-to-day contract coordination, reporting, and liaison with Embassy staff for the full period of performance. The prime contractor's existing SAM registration satisfies Addendum A.2.4.
If Australian contractor is prime contractor, is it ok that the sub-contractor is the one that is SAM-registered?
A1. SAM registration is generally still the preferred method of collecting vendor information, and offerors should register whenever practicable. However, under Acquisition Alert 25-40 (FAR Class Deviation to FAR Part 4), SAM registration is no longer mandatory for contracts awarded by Contracting Officers located outside the United States supporting diplomatic operations - an exemption that now extends to all diplomatic missions, including U.S. Embassy Canberra.
Q2. Is it acceptable to provide our submission in the form of a typical Australian RFQ, with a 5–10-page narrative followed by a budget? This would be in addition to filling out SF-1449.
A2. Yes, a narrative and budget may be submitted, but only in addition to, not in place of, the required elements. All quotations must still include the four mandatory components identified in the solicitation cover letter and Addendum to 52.212-1: (1) completed SF-1449 (Blocks 12, 17, 19–24, 30 as applicable); (2) Section 1 – Pricing; (3) Section 5 – Representations and Certifications; and (4) all information required under Section 3, Addendum A.2 (items 1–9). The narrative/budget format may be used to organize and present this required content, but omission of any of the four mandatory items will render a quotation incomplete and ineligible for consideration.
Q3. I just wanted to clarify one point, namely the following objective "highlight the United States as a preferred destination for Australian students, educators, and researchers pursuing advanced study and partnership opportunities in emerging technologies aligned with AUKUS priorities." We would need an understanding of what exactly is meant here and if this is a specific requirement or an expected follow-on effect.
A3. The United States as a preferred destination for Australian students, educators, and researchers pursuing advanced study and partnership opportunities in emerging technologies aligned with AUKUS priorities" should be a theme highlighted within in the student and teacher training curriculums and the final report would address how this objective was met and any outcomes.
Q4. Are there a minimum number of schools that should be contacted?
A4. The student-facing training should be with a minimum of 5 schools, all subject to POC approval, so as many schools as necessary should be contacted to secure 5 schools.
Q5. Are there specific schools that should be contacted?
A5. Schools across the education framework should be contacted.
Q6. Is there a specific location in mind for the conference?
A6. Should be located in Melbourne or Sydney.
Q7. Which students should be targeted at Year 10, or Years 11 and 12?
A7. Years 9-11 to be targeted.
Q8. Should the Student-facing and Teacher-facing courses be taught together or separately?
A8. These are two distinct courses that will be taught separately.
Q9. Should the sessions take place during school hours, or outside of school hours/during holidays?
A9. Will be reviewed by POC but can be either in the school year or in school holiday breaks.
Q10. Are there a minimum number of students and teachers required to participate?
A10. Minimum 40 students and 20 teachers from a broad range of schools (minimum five schools).
Q11. Can the conference be held online?
A11. No, conference to be in person, location either in Sydney or Melbourne metropolitan areas. The conference could have a hybrid feature.
Q12. How many people should attend the conference?
A12. Minimum 100 in person.
Q13. Requirements call for international experience; would the government consider substituting international experience for a partnership with a STEM university that has previously had campuses abroad?
A13. A teaming arrangement or partnership with a STEM university that has operated campuses or programs abroad may be submitted as supporting evidence of international experience under Addendum A.2.6, particularly if the offeror lacks comparable Australian experience. This is not an automatic substitute — the Government will evaluate the relevance, recency, and scale of the experience presented. Offerors relying on a partner's experience should clearly document the nature of the arrangement (teaming agreement, subcontract, etc.) and how the partner's expertise will be integrated into performance of this specific requirement.
Q14. Can the government explain why it is prioritizing international and Australian experience when the contract seems to focus more on education and STEM, where it would seem more beneficial to have STEM and education experience?
A14. The solicitation requires both types of experience because this program requires successful delivery within Australia's specific academic and administrative environment, not just subject-matter competence.
STEM/education/curriculum experience (Addendum A.2.5.a) demonstrates the offeror's ability to design and deliver the technical content. Australian presence and international/Australian experience (Addendum A.2.3, A.2.5, A.2.6) demonstrate the offeror's ability to operate locally — securing school partnerships, coordinating logistics, obtaining required permits, and sustaining day-to-day liaison with Embassy staff over the 12-month period of performance. These factors are evaluated together as complementary requirements, not as substitutes for one another.
