Edith Green Wendell Wyatt (EGWW) Federal Building
Aquatherm Domestic Hot Water Service (DHWS) Pipe Replacement (Project 2)
Background & Project Summary
The Edith Green-Wendell Wyatt (EGWW) Federal Building (OR0043ZZ), located at 1220 SW 3rd Ave, Portland, OR 9720, is an 18-story office building located in Portland’s government district. The building has been extensively renovated and modernized in a project that was funded under the American Recovery and Reinvestment Act (ARRA) of 2009 and completed on May 1, 2013. This renovation included the replacement of plumbing and mechanical systems. As part of this renovation, random copolymer polypropylene (PP-R) piping was installed for domestic hot and cold water distribution, rainwater collection and recycle, and zone distribution for chilled water and heating hot water systems. Since March of 2018, a total of ten (10) failures have occurred. Seven (7) failures in the two inch (2”) PP-R domestic hot water primary loop supply main that extends from water heaters in the penthouse to the basement floor. Two (2) subsequent failures have occurred in the one inch (1”) DHW primary loop return and one (1) weld failure in the LTHW hydronic loop. This primary loop serves all of the domestic hot water circulating sub-mains in the building. The most recent failure occurred in January 2020.
Domestic cold water enters the building from the street and splits to feed three (3) pressure zones. Cold water is supplied to fixtures in the basement through Floor Two (2) by street pressure, while Floors 3 through 18, including 18A are fed by a booster pump. Pressure reducing stations for cold water are located on Floors 9 and 17. Water heaters for domestic hot water, located on the mezzanine above Floor 18, serve a primary domestic hot water pipe loop that extends the total rise of the building from the basement to the mezzanine (a total of twenty (20) floors). This loop is circulated by an inline pump that runs continuously. The domestic hot water (DHW) primary supply loop feeds into three (3) pressure reducing stations for the three (3) pressure zones or secondary loops. The reducing stations are located on Floors B1, 9 and 17. Water within each pressure zone is circulated in a loop by an inline pump through an electric water heater for temperature maintenance. Circulation through the secondary zones is continuous.
Proposed Project
Project 2:
The scope of this project is removal of the PP-R primary domestic hot water Zone 2 and Zone 3 domestic hot water loops and replacement with copper piping. The project scope of work is summarized as follows:
Plumbing work:
- Replace all DHW piping in zone 2 (Levels 3 through 10) and zone 3 (Levels 11 through 18) including new zone supply and return risers
- Replace zone supply and return loops
- Replace restroom supply and return loops
- Replace drops and connections to existing fixtures (190 no. total connections
- Replace concealed DCW piping in restrooms from above-ceiling isolation valve to sink connections
- Replace Zone 2 and 3 water heaters and circulation pumps
- Remove and recycle/dispose of all abandoned piping and equipment
- Insulate to code and label all new piping and equipment to building standards
- Pressure test
- Disinfect new piping
Architectural work:
- Open and repair gypsum board walls to access existing zone riser piping in freight elevator vestibule for replacement
- Open and repair restroom ceilings and tiled walls for replacement of DHW and in-wall DCW piping
- Open and repair break room wall for new sink connection
- Remove and replace light fixtures in restrooms as required to access concealed piping
- Open and replace plank and lay-in tile ceilings as required for replacement of existing distribution loops (including work in tenant areas)
- Restore all finishes affected by construction.
Magnitude of Construction: ~$2.1M
Summary of Energy Compliance
This project will be designed to conform to requirements of the Facilities Standards for the Public Buildings Service and will implement strategies to meet the Guiding Principles for High Performance and Sustainable Buildings. GSA encourages design opportunities to increase energy efficiency above the minimum performance criteria.
Project Description & Approach
GSA envisions a highly collaborative design build delivery approach for this project where the DB contractor works closely with all stakeholders to deliver a project that meets the expectations and needs of both the team members and GSA's requirements to deliver an economical and operationally efficient high performing building.
As required by law, the facility must meet federal energy goals. The project is also to include conformance to the P-100 (Facility Standards for Public Buildings) and all other applicable building codes and standards.
The DB team will be selected through a best value / tradeoff selection process. During the development period from initial concept to final design the DB team will work in close consultation with GSA, the stakeholders to ensure all of the goals are addressed and that best value practices are utilized.
GSA will be contracting separately for a full time Construction Manager as Advisor (CMA) and 3rd party Commissioning Agent (CxA) services. All installed systems will be fully commissioned and functionally tested to ensure compliance with contract documents prior to being accepted by GSA.
Unique Situations/Risks
The need for continuous operation during construction, present unique challenges for the design/build teams on the project. Facility will remain fully occupied and operations during the entire project. No adverse impact on tenant mission will be acceptable.
Occupied Facility Construction
This project scope at the must occur within an occupied, fully functional facility. These functions include typical office work, but also include services for the general public. This presents several challenges that will have to be addressed by the designer and/or design/build team.
• All work in public spaces will need to be completed during unoccupied periods. Setup, construction, and clean-up will need to occur on a daily basis.
• Work must be performed in such a way that space conditioning is maintained throughout the process. Any work in winter will need to avoid disruption of space heating; any work in summer will need to avoid disruption of space cooling
• Any work in the central plant must be completed without disruption of the heat pump and hot water loops. Space layout design and properly staged implementation will be critical elements to a successful project.
Note: This project is not currently funded. Funds have been reserved for award in FY21 Q1.
