About this opportunity
The Department of Health and Human Services Food and Drug Administration Office of Acquisition and Grant Services issued a Sole Source Justification Notice on January 22, 2026, for a bilateral Task Order modification to restore eDiscovery and Freedom of Information Act (FOIA) support services. The modification was awarded to Contract Government Services, LLC (CGS), which will provide custom computer programming and application development support services including Early Case Assessment, Data Collection and Processing, Data Search and Culling, Data Analytics, Document Review, Document Production, and Case Management on a Time and Materials basis. The justification for sole source award centers on CGS's existing security accesses, institutional knowledge of FDA workflows, and the efficiency gains from avoiding onboarding delays associated with transitioning to a new vendor, following a previous $1,173,068.10 funding reduction due to Executive Order 14222 cost efficiency initiatives. The modification is projected to support an estimated 1,000 FOIA Principal Case Assessments, 500 collections, and 50 reviews through the Task Order's end date of March 30, 2026. The original BPA (contract number 75F40123A00033) was previously awarded on a competitive basis with a one-year base period and two option years, and the FDA anticipates re-soliciting this BPA in fiscal year 2026.
Notice text
This requirement was previously competed as part of the solicitation and award of blanket purchase agreement (BPA) awarded to Contract Government Services, LLC under Task Order (TO) #75F40123A00033/75F40123F19001 with a period of performance (POP) of one (1) Base Year and two (2) Option Years. After the exercise of the option year two (2) the funding for this TO was reduced due to larger office budget reductions as a result of Executive Order 14222, "Implementing the President's Department of Government Efficiency" Cost Efficiency Initiative. The impact of the reduction was to significantly reduce eDiscovery's support for FOI. To help the administration meet its transparency goals, the eDiscovery office has received funding to restore this level of effort.
Awarded contract 75F40123A00033 to unknown vendor for unknown amount on 2026-01-15.
