About this opportunity
The Department of the Air Force Air Combat Command is seeking technical services for the Research and Development (R&D) and Operations and Maintenance (O&M) of EDAPT and associated software and models. The contract requires comprehensive technical capabilities across multiple technology domains, including Oracle database management, complex data file processing, model diagnostics, and software maintenance. Contractors must demonstrate expertise in various programming languages and platforms, including Visual Basic, Linux Server, and Microsoft Windows, with specific skills in manipulating spatial, temporal, and ensemble data results. The solicitation emphasizes technical proficiency in understanding and modifying different types of models such as SCIPUFF, with capabilities to improve model run-times and integrate scientific advances. The pre-solicitation notice was posted on April 8, 2025, with responses due by May 2, 2025, targeting professionals in scientific and technical services.
This opportunity is not designated with a specific set-aside and falls under the NAICS category 541990 for Other Professional, Scientific, and Technical Services. The contract will require contractors to maintain and control software configuration baselines, modify EDAPT components, and adapt to evolving technological requirements such as integrating new weather data formats and supporting models running on Graphic Processing Units (GPU) cards. While specific award values are not disclosed in the pre-solicitation notice, the comprehensive technical requirements suggest a complex and potentially substantial engagement. The scope of work indicates a long-term, dynamic contract that will require ongoing technical support, model enhancement, and software development capabilities. Interested contractors should be prepared to demonstrate extensive experience in scientific modeling, software development, and technical system integration.
