About this opportunity

The Naval Air Systems Command (NAVAIR) intends to award a sole source, cost-reimbursable order to General Atomics (GA) under existing Basic Ordering Agreement N0001921G0014 for an Engineering Change Proposal (ECP) focused on the Electromagnetic Aircraft Launching System (EMALS) Block Switch Controller (BSC). The procurement involves non-recurring engineering services to address hardware reliability and processing capacity issues within the current EMALS BSC Printed Circuit Board Assembly (PCBA). NAVAIR will specifically seek upgrades to the Complex Programmable Logic Device (CPLD) through analysis, design, prototyping, and integration testing. The contract will require development of a technical data package and supporting lifecycle logistics documentation. The opportunity is not competitively solicited and will be pursued under Title 10, U.S. Code 3204(a)(1), which allows for sole source procurement when only one responsible source can meet agency requirements.

The contract is not set aside for any specific business category and is scheduled for award in September 2025, with performance extending through Fiscal Year 2028. General Atomics is being selected as the sole source contractor due to their unique position as the original designer, developer, and manufacturer of EMALS technology. The government retains discretion to make final determination on contract award, with no commitment to issue a solicitation or make an award. Companies interested in potential subcontracting opportunities can contact Zach Baur, Small Business Liaison for General Atomics, via email at SB4GA@ga.com or by phone at (858) 455-2603. While specific contract value is not disclosed, the procurement will focus on technical upgrades for Ford Class Carriers' launching equipment, with an emphasis on resolving technical limitations in the existing system.

Notice text

The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and subsequently award a Cost Reimbursable order under existing Basic Ordering Agreement (BOA) N0001921G0014 to General Atomics (GA), San Diego, CA. This order is for the procurement of Engineering Change Proposal (ECP), ECP-I- Electromagnetic Aircraft Launching System (EMALS)-0066 Block Switch Controller (BSC) Complex Programmable Logic Device (CPLD) Hardware Obsolescence and Firmware Upgrade, in support of Ford Class Carriers to resolve hardware reliability and processing capacity issues within the currently installed EMALS BSC Printed Circuit Board Assembly (PCBA).  This will consist of non-recurring engineering (including analysis, design, prototyping and integration testing) of an upgraded PCBA needed to replace an existing CPLD and development and delivery of the design’s technical data package and supporting lifecycle logistics documentation.

The anticipated contract award date is September 2025, with performance through Fiscal Year 2028, inclusive of options.

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.  This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S. Code 3204(a)(1), as implemented Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements”.  As the sole designer, developer and manufacturer of EMALS, GA is the only responsible source with the access, unique knowledge, experience, special skills, facilities, manufacturing techniques, and technical data required to fulfill the EMALS non-recurring engineering and testing requirements and award to another source would result in duplication of costs and unacceptable delays in fulfilling the agency’s requirements. Further, NAVAIR does not have an adequate technical data package nor sufficient license rights to the technical data to support a competitive procurement.

Companies interested in subcontracting opportunities should directly contact Zach Baur, Small Business Liaison for General Atomics via e-mail: SB4GA@ga.com or Phone: (858) 455-2603.

Capability statements received by the close of the synopsis may be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.

There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any money expended by interested parties before award of a contract for the effort described above.  Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
