The North American Industry Classification System (NAICS) Code for this procurement is 238990 and the annual size standard is $14 million.  The contract term will be a base period of one year plus four option periods.  The total term of the contract, including all options, will not exceed 60 months.

The proposed contract listed here is 100 percent limited to EDWOSB firms.  The Government will not consider offers from other EDWOSB firms.

The solicitation utilizes source selection procedures, which require Offerors to submit a technical and price proposal for evaluation by the Government.  The basis of award is to award the contract to the offerors submitting the lowest price technically acceptable proposal.  The evaluation factors are anticipated to be:  (a) Past Performance, (b) Corporate Experience, (c) Safety, and (d) Price.  Price proposal will consist of lump sum pricing for a Seed Project.

This procurement consists of one solicitation with the intent of awarding a minimum of two (2) Indefinite Delivery/Indefinite Quantity (IDIQ) type contracts.  The Government reserves the right to cancel the procurement if only one proposal is received that offers the best value to the Government.

The Government will award the Seed Project as the minimum guarantee to the lowest price technically acceptable offeror and a minimum guarantee of $5,000 to the other successful offerors for the base period only.  The minimum guarantee for the other successful offerors may be met by the issuance of a task order during the base period or option period(s).  Contractors are not guaranteed work in excess of the minimum guarantee.  There will NOT be a minimum guarantee obligated for each option year.  The estimated aggregate not to exceed value for the base period and two options is $2,000,000 per year with an aggregate total of $10,000,000 for each contract.  The minimum and maximum order limitation will be established at $5,000 and $250,000, respectively.

The only work authorized under this contract is work ordered by the government through issuance of a task order.  The government makes no representation as to the number of task orders or actual amount of work to be ordered.

SITE VISIT ON 5/28/14 WILL BE RESCHEDULED.

We issued the solicitation on Navy Electronic Business Opportunities (NECO) on 4/14/15.  However, due to technical difficulties, it was not pushed through to Federal Business Opportunities (FBO).  NECO is down and will hopefully be up soon.

The site visit on 5/28/14 will be rescheduled.

Rescheduled site visit:  Since Pass and ID requires ten days to conduct background checks on all contractors, please respond by the requested date once the rescheduled site visit is posted.  Late requests will not be accepted.

Contractors that have Rapid Gate passes must still sign up for the site visit.  However, the personal information (i.e. SSN, DOB), will not be required.
