This will inform industry investment decisions and government policies to support the industry's transition to meet the U.S. goal of net-zero economy-wide greenhouse gas emissions by 2050. MARAD will provide up to $300,000 in funding through a cooperative agreement, and proposals are limited to 16 pages with a 30-day deadline.

This is a new requirement without an incumbent contractor. The place of performance is Washington, DC. There is no set-aside designation, and the NAICS code is 541380 - Testing Laboratories and Services, with a PSC of AH11 - Natural Resources And Environment R&D Services; Water Resources; Basic Research.
