About this file

This document is an amendment to Request for Proposal (RFP) No. 693JF724R000032 issued by the Maritime Administration (MARAD) for "A Study on Economic Considerations for Energy Transition in the U.S. Commercial Vessel Fleet." The amendment clarifies that proposals are due within 30 days, not 60 days as originally stated. The RFP is for a new cooperative agreement requirement without an incumbent contractor. MARAD is seeking proposals for a comprehensive study and analysis of the economics of decarbonizing the U.S. commercial maritime fleet to meet the U.S. goal of net-zero economy-wide greenhouse gas emissions by 2050. The goal is to produce results that can inform industry investment decisions and government policies to support the industry's transition.

Question-1:

Section B states the proposals must be submitted within 60 days of the publication notice, however in Section D it states in needs to be within 30 days. It appears the Solicitation in SAM.gov shows the 30-day due date, but I wanted to request clarification.

Response-1:

Proposals are due in 30-days.

Question-2:

We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services.

Response-2:

The cooperative agreement for an economic impact study of decarbonization on the American Maritime fleet RFP: 693JF724R000032 is a new requirement without an incumbent.
