The contractor will be responsible for providing, maintaining, and servicing three dumpsters: a 2 cubic yard general waste container emptied weekly, a 3 cubic yard recycling container emptied monthly, and a 30 cubic yard container serviced approximately four times annually on an as-needed basis. Service providers must operate Monday through Thursday between 8:30 a.m. and 3:00 p.m., excluding federal holidays, and maintain performance standards including no more than three missed deadlines over the contract life. The solicitation will be evaluated using the Lowest Price Technically Acceptable method, assessing past performance, technical capabilities, direct experience, and cost/price. Electronic quotations must be submitted as a single PDF document to Tamaron Calloway at tcalloway@usbr.gov by 1700 EST on August 25, 2025.
This procurement opportunity operates under NAICS code 562111 (Solid Waste Collection) with a small business size standard of $47.0 million and utilizes no set-aside designation, making it a full and open competition. The contract structure includes a base performance period from October 1, 2025, through September 30, 2026, with four potential one-year option periods that could extend services through September 30, 2030. Services will be performed at the Estes Powerplant facility located at 841 N Saint Vrain Avenue, Estes Park, Colorado, behind a locked gate requiring authorized personnel access. The solicitation does not identify any incumbent contractors or specific award values, though it requires compliance with Department of Labor wage determinations for Larimer County, Colorado. Contractors must establish a Quality Control Plan and provide a list of authorized employees who possess valid state driver's licenses and comply with all applicable federal, state, and local regulations.
