Bureau of Reclamation Estes Powerplant

Estes Park, Colorado

PERFORMANCE WORK STATEMENT

1 . 0 BACKGROUND

The Bureau of Reclamation, Estes Powerplant, located in Estes Park, Colorado requires garbage and recycle services.

2.0 SCOPE

The work required under the contract is to remove garbage and recycle from the Estes Powerplant. This requirement also includes rental of the following dumpsters, to be provided by contractor. Dumpster at Estes powerplant will be emptied weekly, the recycle monthly, with exception of the 3 0 yard which is on an as needed basis, approx. 4 times a year.

One (1 ) 30 Cubic Yard container

Large dumpster located at Estes Powerplant. Arrangements will be made when needing to be emptied. We will call for pick up. Up to 4 times per year.

One (1 ) 2 cubic yard dumpster.

To be emptied once a week.

One (1 ) 3 cubic yard mixed recycle dumpster.

To be emptied once a month.

The contractor shall furnish all labor, transportation, equipment, and supervision to satisfactorily perform garbage and recycle removal services as specified. Dumpsters will be kept behind a locked gate.

3.0 TASKS

The contractor shall remove garbage and recycle from these as s tated above. The contractor shall meet or exceed industry s tandards of service.

STANDARD: All garbage and recycle removed at a minimum as s tated above over the life of the purchase order.

4.0 DELIVERY

The contractor shall provide the dumpsters during the entire period of performance of the purchase order.

STANDARD: All deliveries completed without 3 delays over the life of the purchase order.

5.0 PERIOD OF PERFORMANCE

The Government anticipates the term of the purchase order shall take place from October 1 , 2025 through September 30, 2026, plus four 1 -year option periods. Reclamation will exercise such option periods at the Government' s discretion.

NORMAL HOURS. Garbage and recycle removal services are to be performed once per week between the hours of 8 < 3 0 a. m. and 3 < 00 p. m. , Monday through Thursday, Federal holidays excluded.

RECOGNIZED HOLIDAYS. The contractor is not required to provide service on recognized Federal holidays established by Federal law (5 U. S . C. 6 1 03 ).

SPECIAL EVENT(S)/EMERGENCIES. On occasion, the contractor may be required to provide additional or limited services as a result of an unforeseen circumstance or combination of circumstances.

Contractor will coordinate services with ECAO point of contact to ensure continuity of services in lieu of special events or emergencies.

6.0 PLACE OF PERFORMANCE

7.0 CONTRACTOR PERSONNEL

The contractor shall provide a list of all employees authorized to work on Reclamation properties. There will be no specific security clearance or escort requirement. Reclamation will notify security personnel of authorized contractor employees.

Contractor employees shall have a valid s tate is sued driver' s license and comply will all federal, state, and local laws.

8.0 CONTRACTOR QUALITY CONTROL PLAN

The contractor is responsible for the management and quality control actions necessary to meet the quality s tandards set forth by the purchase order. The contractor shall establish and maintain a Quality Control Plan (QCP) to ensure that all requirements of the purchase order are met.

9.0 QUALITY ASSURANCE EVALUATOR (QAE)

The Contracting Officer (CO) has designated the employee listed in Section 1 3 of this PWS as the QAE to act as the authorized representative, to assist in the technical administration of the contract. The CO has not authorized the QAE to make any contractual commitments, or to authorize any contractual changes on the Government' s behalf. If any doubt exists as to the extent of the authority of the QAE, the contractor shall contact the CO for guidance before taking action on the matter. The QAE will dete rmine whether the contractor has consistently satisfied the expected quality level as per the contractual requirements.

1 0 . 0 PERFORMANCE CRITERIA

The QAE will document acceptable and unacceptable purchase order performance. When the QAE considers the contractorws performance to be unsatisfactory, the QAE will report the information to the

CO. The CO may require the contractor to explain, in writing, the cause of the poor performance, any corrective actions the contractor has already taken to obtain an acceptable level and any future corrective actions the contractor will utiliize to prevent unacceptable performance.

The contractor* s administration personnel may be required to meet with the QAE, as determined necessary, to discuss the contractor* s performance, to include actual or potential problems; All parties shall make a mutual good faith effort to resolve any is s ues. All parties to the discussion shall review and s ign written minutes of the meeting. Should the contractor not concur with the minutes, the contractor shall s tate any areas of non-concurrence in writing to the CO within 7 business days of receipt of the minutes. Whenever the CO is sues a Purchase Order Discrepancy Report, the QAE will hold a meeting if the contractor requests such a meeting.

1 2 . 0 GOVERNMENT REMEDIES

All work shall be subject to inspection, approval, and acceptance by the Government. The Government will compare the contractork s performance to industry s tandards and will not exclude common sense considerations as applied by the QAE. The Contracting Officer will follow the requiremen ts of FAR Clause 5 2 . 21 2-4 for the contractor* s failure to correct nonconforming services; The Government will consider work incomplete when any one of the following conditions exitsq

- The contractor did not perform any or all of the tasks successfully and timely.

If the performance of any required service is unsatisfactory, and poor performance is clearly the fault of the contractor, the Government may reduce the purchase order price to reflect the reduced value of defective servicesr if the Government gives the co ntractor a written Purchase Order Discrepancy Report prior to executing such payment deductions.

The CO will determine the payment deduction amount by calculating the percentage of acceptable services performed by the contractor. The Government will use the to tal number of deficiencies found to determine the percentage found unacceptable. The percentage found unacceptable subtracted from 1 00 percent will determine the percentage acceptable.
