About this opportunity
The 97th Contracting Squadron at Altus Air Force Base, Oklahoma has issued a Special Notice for the source and installation of Intrusion Detection Systems (IDS) and Access Control Systems (ACS) in Building 115 at Ebbing Field, Arkansas. The Air Force intends to award this contract to ADVANTOR (CAGE: 1S063) as a single-source procurement under FAR 6.302-1(a)(2) authority, with an estimated contract value of $97,935.28. The justification for sole-source procurement is based on the proprietary nature of the existing closed stand-alone system, which limits other contractors from providing service and preventative maintenance. This is not a competitive solicitation, and no solicitation document currently exists for this requirement. The procurement falls under NAICS code 561621 for Security Systems Services and involves a full turnkey installation and service for electronic security systems at the flightline armory.
The purpose of this Special Notice is to determine whether competitive procurement is feasible or if the government should proceed with the intended single-source award to ADVANTOR. Interested contractors must submit capability statements by August 12, 2025, at 1:00 PM CST via email to specified Air Force personnel. These submissions must include technical data, cost information, and convincing evidence demonstrating the capability to meet requirements, as mere requests for information or questions will not be considered valid responses. The government retains sole discretion in determining whether to conduct competitive procurement based on received capability statements. Contractors must demonstrate their ability to work with the proprietary software and equipment that currently restricts system upgrades and maintenance to the incumbent contractor. All capability statements must be submitted as Microsoft Word or Adobe PDF attachments, and late submissions will not be reviewed.

The 97th Contracting Squadron, Altus Air Force Base Oklahoma requires Intrusion Detection Systems (IDS) and Access Control Systems (ACS) source and install in BLDG 115 at Ebbing Field, Arkansas.

The proposed contract action is for supplies/services for which the Government intends to solicit under the authority of FAR 6.302-1(a)(2). This notice of intent is NOT a request for competitive proposals and no solicitation document exists for the requirement.
Sources interested in responding to this notice are required to submit a capability statement that includes technical data, sufficient detail and with convincing evidence that clearly demonstrates the capability to meet the requirement. Requests for documentation, additional information, or submissions that only ask questions will not be considered as an affirmative response.
A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a single source procurement.
