About this opportunity

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk is seeking preventive maintenance services and replacement parts for four Eaton Uninterruptible Power Supply units that provide backup power to the United States Naval Observatory. The procurement includes biannual on-site preventive maintenance visits, 24/7 break-fix emergency response services with a 4-hour response time, battery replacements, and capacitor replacements for the specified UPS units. Quoters must be authorized resellers or distributors of Eaton Corporation, possess an authorized reseller/distributor letter from Eaton, and demonstrate capability to source OEM or approved replacement parts, with all delivery, disposal costs, and warranties included in their pricing. Award will be made on a Firm-Fixed-Price basis, with technical acceptability serving as the threshold evaluation factor and price as the secondary criterion, with the government reserving the right to award based on past performance considerations. Technical questions are due by 1:00 PM EST on April 20, 2026, and electronic quotes must be submitted by 11:00 AM EST on April 23, 2026, to Ms. Jordan Walton at jordan.l.walton.civ@us.navy.mil.

This solicitation carries no set-aside designation for small business concerns due to the brand name restriction to Eaton Corporation. The contract will run for a base period from May 5, 2026, through May 4, 2027, with four optional one-year renewal periods and a final extension through November 4, 2031, providing potential contract coverage of approximately 5.5 years. The NAICS code 811310 carries a $12.5 million small business size standard, though this procurement is restricted to Eaton authorized resellers and therefore unavailable to small businesses. The four UPS units requiring maintenance are identified by specific serial numbers and models, with quoters required to provide individual pricing for each contract line item. The place of performance is Washington, DC 20392, where the Naval Observatory is located, and all quoters must be registered in the System for Award Management (SAM).
