About this opportunity
The Military Sealift Command is soliciting proposals for an East Coast General Ship Repair Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide comprehensive ship repair services for MSC vessels. The procurement encompasses a broad range of specialized marine repair capabilities including pipefitting, welding, machinist work, electrical work, boiler making and repairing, and diesel mechanics. Contractors must provide all necessary labor, equipment, supplies, materials, marine repair facilities, and other items required to successfully perform ship repair work in accordance with individual Delivery Orders issued under the contract. Work will be performed according to Delivery Order Work Item specifications, drawings, manuals, references, and other incorporated documentation. The solicitation was posted on September 26, 2022, with a proposal due date of August 1, 2025, providing potential contractors with an extended period to prepare comprehensive proposals.
This opportunity is designated as a Total Small Business set-aside, restricting participation to qualified small business entities. The contract will be performed in Norfolk, Virginia, which serves as a major naval hub on the East Coast and home to significant MSC operations. The procurement falls under NAICS code 336611 for Ship Building and Repairing and PSC category J998 for Non-Nuclear Ship Repair (East), clearly defining the scope of work within the maritime repair industry. The IDIQ structure allows for multiple delivery orders to be issued over the contract period, providing flexibility for the government to address varying repair needs as they arise. This appears to be part of a FY 25 GSR IDIQ On-Ramping initiative, suggesting it may be an expansion or continuation of existing general ship repair contracting vehicles.
