About this opportunity

The Military Sealift Command (MSC) is seeking ship repair services for vessels located on the East Coast of the United States, with primary operations centered in Norfolk, Virginia. The procurement will cover a comprehensive range of marine trade services including pipefitting, welding, electrical work, marine mechanics, and related supervisory roles across facilities in Virginia, New Jersey, South Carolina, Florida, and other coastal locations. Interested firms are required to submit a capabilities package demonstrating their ability to perform ship repair work, which must include company profile details, employee count, office locations, UEI number, CAGE Code, and small business status. The sources sought notice is specifically targeting firms with experience in marine-related trades and repair capabilities. Responses must be submitted by 10:00 AM EST on May 20, 2025, to contracting officers Maria Morris and Molly George via email.

The procurement is designated as a 100% total small business set-aside under NAICS Code 336611 (Ship Building and Repair), which has a size standard of 1,300 employees. Market research indicates an expectation of receiving quotes from multiple small businesses, which informed the decision to restrict the contract to small business participants. The solicitation will support an existing Indefinite Delivery/Indefinite Quantity (IDIQ) contract for East Coast General Ship Repair, with potential for partnership, teaming, joint ventures, or mentor-protege agreements. While no specific award value is mentioned, the broad scope of required services suggests a significant contract opportunity. Potential bidders are advised that submission of a capabilities statement is not mandatory for future offerings but will assist the government in understanding available shipyard resources.
