About this opportunity

The U.S. Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston is seeking contractors to provide comprehensive laundry, dry cleaning, and alteration services for the East Baton Rouge Parish Public School District JROTC Program. The contractor must furnish all personnel, equipment, supplies, facilities, transportation, and supervision necessary to service Army Combat Uniforms (ACU), Operational Camouflage Pattern (OCP) uniforms, Army Service/Dress Uniforms (ASU), berets, windbreakers, and related items for 11 participating schools. Services include laundering, dry cleaning per label instructions, alterations and repairs according to Army regulations, and maintaining complete accountability of all items with completion required within seven days. The contract will be awarded using Simplified Acquisition Procedures to the lowest-priced, responsible offeror meeting solicitation requirements. Offerors must submit quotes by September 22, 2025, at 8:00 AM Eastern Time, with quotes remaining valid for 60 days, and must be registered in the System for Award Management (SAM) with a unique entity identifier.

This opportunity is designated as a total small business set-aside, with preference for women-owned small businesses (WOSB), and the current incumbent contractor is D Young Investments LLC, which holds the existing contract W9124D24P0166 valued at $32,550. The contract period runs from September 29, 2025, to September 28, 2026, with an estimated workload including approximately 1,500 ASU coats and slacks, 500 berets and accessories, 800 windbreakers, 1,500 ASU shirts, 300 ACU/OCP items, and various alterations ranging from 25 to 1,000 items per service type. Services will be performed in Baton Rouge, Louisiana, with pickup and delivery occurring between 8:00 AM and 2:25 PM, Monday through Friday, at multiple high school locations throughout the East Baton Rouge Parish. The contract structure is firm-fixed price with level of effort requirements, and performance standards mandate no more than 5% of items requiring rework. While the solicitation references a total contract value of $8,000,000 in some documentation, this appears inconsistent with the current incumbent's significantly lower contract value of approximately $32,550.
