About this opportunity
The Department of Agriculture, Natural Resources Conservation Service seeks design, maintenance, and operation of an automated geospatial data processing system for nationwide monitoring of NRCS conservation easements, with proposals due September 21 and questions due September 16 at 11:00 AM ET. This is a Total Small Business set-aside; Amendment 0001, effective September 17, adds FAR 52.219-14 Limitations on Subcontracting, restricting small business prime contractors to subcontracting no more than 50% of Government payment to non-similarly situated entities.
Place of performance is Washington, DC, with nationwide operational scope across all 50 states and territories. The contract runs five years (October 1, 2026 through September 30, 2031): a 12-month base period plus four 12-month option years on a firm-fixed-price structure. The system must achieve 99% availability Monday–Friday 0600–1800 ET and become fully operational within 30 days of award.
The contractor shall integrate satellite, aerial, and ecological data including Landsat, Sentinel, and high-resolution commercial imagery to detect and report changes across approximately 26,000 easements covering 6 million acres. Monthly basemap imagery must cover up to 20,000 square kilometers with 10-meter resolution updated every two weeks at less than 20% cloud cover. The system shall support 550+ configurable users, automated change detection alerts for construction, clearing, vegetation disturbance, trespass, and encroachment, and user annotation and reporting. The contractor must include all imagery acquisition costs, API access, and subscription fees in itemized breakdowns of Lens Enterprise (or equivalent), State Accounts, and Imagery costs.
Deliverables include a project plan due 14 days after award, monthly status reports, user support, training documentation, bi-monthly collaboration calls, and a dedicated customer success team member.
