Please confirm the evaluated CLIN structure: is total evaluated price the sum of Lens Enterprise, State Accounts, and Imagery for the base year plus all four option years as shown on Attachment 2?
See 52.212-2 (b) (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The\ Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options does not obligate the Government to exercise the option(s).
Monthly imagery / basemaps: the PWS references up to 20,000 sq km. Is that a firm monthly ceiling for CONUS easement coverage, a typical monthly volume, or a not-to-exceed for ordering? Does unused monthly volume roll forward?
It is a monthly amount that will cover all locations where NRCS easement boundaries are present. It does not roll forward. All areas where NRCS easement boundaries are present must be covered.
Near-real-time imagery: who pays for custom NRT orders (contractor CLIN vs Government-furnished), and is there a monthly or annual NRT order cap?
No additional API or subscription costs will be reimbursed separately; they must be included in the firm-fixed-price. The offer must incorporate all imagery-related costs—including subscription fees, licensing, API access, data delivery, and integration—into the itemized price breakdown for imagery in the Price Schedule. This ensures the total imagery cost is transparent, auditable, and covered under the firm-fixed price.
Human review: is human-in-the-loop validation / adjudication of low-confidence or high-impact change alerts acceptable or expected as part of the technical approach, or must detection and alerting be fully automated end-to-end?
Human review may be necessary in order to provide accurate automated products to NRCS.
Availability: PWS section 4.3 cites 99% M-F 0600-1800 ET while section 7 cites 98%. Which figure is binding for technical acceptability and SLA credits?
99% is binding.
Go-live: "fully operational NLT 30 days after award" — please confirm whether that means all 50 states and territories with full account seats and detectors active, or a phased national rollout with a defined Day-30 minimum?
Yes, all 50 states and territories must be active. This will not be a phased rollout.
Boundaries: will NRCS provide authoritative nationwide easement boundary datasets and monthly updates as GFE, or must the contractor source/maintain boundaries beyond NRCS-supplied data?
NRCS will provide nationwide easement boundary shapefiles as updated.
Past performance: for "similar size and scope within the last three years," will the Government accept (a) SaaS land-change monitoring, (b) HITL/QA production on RS change products, and/or (c) federal GIS stewardship systems as qualifying examples?
Offer shall reflect details of they those examples meet the complexity and size similar to the scope of this requirement.
Set-aside: please confirm Total Small Business applies to the prime only, and that large-business analytics or imagery subs are permitted if the prime is SB.
Adding 52.219-14 Limitations on Subcontracting (Oct 2022)
Will NRCS provide authoritative easement boundaries, baseline imagery, known-change examples and labeled validation data? Please identify the formats, approximate record count and total acreage.
NRCS will provide nationwide easement boundary shapefiles and attribute data as updated. NRCS can provide examples of previously discovered land change events. There are approximately 26,000 easements covering 6 million acres.
Is commercial satellite/aerial imagery acquisition included in the contractor's firm-fixed price? If so, what minimum ground-sample distance, imagery age, refresh cadence, cloud-cover tolerance and nationwide annual coverage are required?
Yes, imagery acquistion is included in the firm-fixed price. The imagery is updated every 2 weeks, 10m resolution to detect changes & 4m or less resolution to confirm changes, <=20% cloud coverage is acceptable.
What change classes must the system detect, and what quantitative acceptance thresholds will NRCS use for recall, precision/false positives, minimum detectable area and geospatial accuracy?
NRCS is looking for changes as defined by NRCS easement deed terms & conditions as well as NRCS policy. The acceptance criteria will be defined and refined by the vendor and NRCS confirming identified potential land changes.
What target hosting environment, security controls, data-retention rules, IPv6 requirements, API/GIS integration points and Section 508 testing evidence are required at delivery?
The target hosting environment is a FedRAMP certified cloud provider. Documentation and retention of USDA controlled easements is categorized as unscheduled. Unscheduled records must be treated as permanent, pending issuance of a specific NARA schedule. Systems used by USDA must comply with IPv6 standards, which is part of the FedRAMP certification process. API/GIS integration points and 508 testing evidence are required at delivery.
This means API/GIS and 508 testing must be conducted and certified within 30 days of contract award.
May an offeror satisfy the similar-experience requirement through named subcontractors or key personnel, and what minimum past-performance evidence from the prior three years is required for technical acceptability?
The offer must demonstrate experience with platforms/applications that perform similar size/scope functions and adhere to the Limitations on Subcontracting.

I assume the price schedule should match the format included in the RFQ. Should we just add line items to include the itemized breakdown or should that be included as a separate sheet?
CLINS will reflect the itemized breakdown provided with the offer. Please include a separate sheet in addition to the completed revised price schedule (attached).
Is "Lens Enterprise" (referenced in the price schedule CLINs) the brand-name product contemplated under FAR 52.211-6, and if so, what are the specific salient physical/functional/performance characteristics an "equal" product must demonstrate?

Was the referenced 2-year, 4-state, 2,500-easement pilot conducted using this named product? Is this RFQ intended as a follow-on/expansion of that existing platform, or is NRCS open to an entirely different underlying technical architecture?
Offerors may propose solutions based on the name brand, an expansion thereof, or a completely different technical architecture, provided all mandatory specifications and performance requirements of the RFQ are met.
Does the Government intend to allow a reseller/authorized-partner quote for the named product, or must the prime demonstrate independent technical ownership of the platform?
The Government will allow quotations from authorized resellers or authorized partners of the named product. Authorized resellers may supply the brand-name item, and offerors may also provide “equal” products meeting those characteristics. All salient characteristics that define technical acceptability are those expressly listed above in this amendment. Offerors that are not the manufacturer must provide evidence of manufacturer authorization sufficient to demonstrate lawful distribution, maintenance, support, and access to updates for any proposed product.
Is the 30-day "fully operational" requirement for the complete National Easement Monitoring System (all 50 states, 550+ users, full feature set) firm, or would a phased rollout plan be acceptable as part of the Project Plan deliverable?
Yes, the 30-day requirement is applicable to the complete national easement monitoring system.
Can offerors propose a phased technical approach (e.g., pilot states first, full-scale by a later milestone) and still be rated technically acceptable, or must full capability be demonstrated as delivered on day 30?
Full capability shall be delivered within 30 days. Offers shall demonstrate that in the schedule requested in 52.212-2 Evaluation in the RFQ.
For "prior experience with examples of similar size and scope in the last 3 years" is experience with the specific named platform required, or is experience with comparable large-scale geospatial change-detection/remote-monitoring systems (regardless of underlying product) sufficient?
The offer must demonstrate experience with platforms/applications that perform similar size/scope functions.
Will the Government accept a technical approach built on an alternative-but-functionally-equivalent commercial geospatial monitoring platform, evaluated purely against the PWS requirements rather than against the named product's specific interface/workflow?
The Government will accept a technical approach built on an alternative-but-functionally-equivalent commercial geospatial monitoring platform, provided the proposed solution meets all stated requirements in the PWS and satisfies all salient physical, functional, and performance characteristics identified in this amendment. Solutions will be evaluated strictly against the PWS requirements—not against the named product’s proprietary interface, workflow, or design.
Is the 20,000 sq km/month basemap imagery requirement satisfiable via existing commercial imagery subscriptions/APIs, or does NRCS require the Contractor to hold direct imagery-provider relationships (e.g., Maxar, Planet, Airbus)?
The Government will accept either solution using existing commercial imagery subscriptions/APIs (e.g., Maxar, Planet, Airbus) or direct imagery-provider relationships—provided the contractor pays for and delivers imagery that meets PWS criteria, at a rate of 20,000 sq km/month. The offer must ensure imagery is seamlessly interfaced within the platform. No additional API or subscription costs will be reimbursed separately; they must be included in the firm-fixed-price. The offer must incorporate all imagery-related costs—including subscription fees, licensing, API access, data delivery, and integration—into the itemized price breakdown for imagery in the Price Schedule. This ensures the total imagery cost is transparent, auditable, and
52.219-14 Limitations on Subcontracting (Oct 2022)
(a) This clause does not apply to the unrestricted portion of a partial set-aside.
(b) Definition.
Similarly situated entity, as used in this clause, means a first-tier subcontractor, including an independent contractor, that—
(1) Has the same small business program status as that which qualified the prime contractor for the award (e.g., for a small business set-aside contract, any small business concern, without regard to its socioeconomic status); and
(2) Is considered small for the size standard under the North American Industry Classification System (NAICS) code the prime contractor assigned to the subcontract.
(c) Applicability. This clause applies only to—
(1) Contracts that have been set aside for any of the small business concerns identified in 19.000(a)(3);
(2) Part or parts of a multiple-award contract that have been set aside for any of the small business concerns identified in 19.000(a)(3);
(3) Contracts that have been awarded on a sole-source basis in accordance with subparts 19.8, 19.13, 19.14, and 19.15;
(4) Orders expected to exceed the simplified acquisition threshold and that are—
(i) Set aside for small business concerns under multiple-award contracts, as described in 8.405-5 and 16.505(b)(2)(i)(F); or
(ii) Issued directly to small business concerns under multiple-award contracts as described in 19.504(c)(1)(ii);
(5) Orders, regardless of dollar value, that are—
(i) Set aside in accordance with subparts 19.8, 19.13, 19.14, or 19.15 under multiple-award contracts, as described in 8.405-5 and 16.505(b)(2)(i)(F); or
(ii) Issued directly to concerns that qualify for the programs described in subparts 19.8, 19.13, 19.14, or 19.15 under multiple-award contracts, as described in 19.504(c)(1)(ii); and
(6) Contracts using the HUBZone price evaluation preference to award to a HUBZone small business concern unless the concern waived the evaluation preference.
(d) Independent contractors. An independent contractor shall be considered a subcontractor.
(e) Limitations on subcontracting. By submission of an offer and execution of a contract, the Contractor agrees that in performance of a contract assigned a North American Industry Classification System (NAICS) code for—
(1) Services (except construction), it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 50 percent subcontract amount that cannot be exceeded. When a contract includes both services and supplies, the 50 percent limitation shall apply only to the service portion of the contract;
(2) Supplies (other than procurement from a nonmanufacturer of such supplies), it will not pay more than 50 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 50 percent subcontract amount that cannot be exceeded. When a contract includes both supplies and services, the 50 percent limitation shall apply only to the supply portion of the contract;
(3) General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 85 percent subcontract amount that cannot be exceeded; or
(4) Construction by special trade contractors, it will not pay more than 75 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 75 percent subcontract amount that cannot be exceeded.
(f) The Contractor shall comply with the limitations on subcontracting as follows:
(1) For contracts, in accordance with paragraphs (c)(1), (2), (3) and (6) of this clause—

X By the end of the base term of the contract and then by the end of each subsequent option period; or

(g) A joint venture agrees that, in the performance of the contract, the applicable percentage specified in paragraph (e) of this clause will be performed by the aggregate of the joint venture participants.
(1) In a joint venture comprised of a small business protégé and its mentor approved by the Small Business Administration, the small business protégé shall perform at least 40 percent of the work performed by the joint venture. Work performed by the small business protégé in the joint venture must be more than administrative functions.
(2) In an 8(a) joint venture, the 8(a) participant(s) shall perform at least 40 percent of the work performed by the joint venture. Work performed by the 8(a) participants in the joint venture must be more than administrative functions.
