About this opportunity

The National Aeronautics and Space Administration Goddard Space Flight Center is seeking proposals to provide continued software and hardware development and sustainment services for the Earth Observing System Data and Information System Evolution and Development-3 requirement. The services sought include ongoing improvement, reliability, availability, functionality, operability, and performance of EOSDIS hardware and software systems to support the Earth Science Data and Information System Project. A cost-plus-award-fee indefinite delivery indefinite quantity contract with a five year ordering period from June 1, 2021 is contemplated. The final request for proposal is scheduled for release on July 31, 2020, with proposals due approximately 45 days later.

The solicitation will utilize full and open competition under North American Industry Classification System code 541512, with no set-aside designations. The incumbent contractor is NNG15HZ39C. The contract value is undetermined, though services are to be provided over a five year and 90 day performance period beginning June 1, 2021. Offerors must have average annual revenue under $27.5 million to qualify as a small business. Potential contractors are invited to submit comments on the draft solicitation by July 10, 2020.

You are invited to review and comment on the National Aeronautics and Space Administration (NASA) Goddard Space Flight Center’s (GSFC) Earth Observing System Data and Information System (EOSDIS) Evolution and Development (EED)-3 draft solicitation. The principal purpose of this requirement is to provide services for the continued improvement, reliability, availability, functionality, operability, and performance of hardware and software systems within the EOSDIS for the Earth Science Data and Information System (ESDIS) Project. The contractor shall provide for the development and sustaining of software and hardware systems that provide science data management for the Earth Science Data and Information System (ESDIS) Project within NASA’s Science Missions Directorate Earth Science Program. The Statement of Work, Attachment A, describes the scope of the requirement.

Potential offerors are encouraged to comment on all aspects of the draft solicitation, including the requirements, schedules, proposal instructions, and evaluation approaches. Potential offerors should identify unnecessary or inefficient requirements. Potential offerors are encouraged to comment on any perceived safety, occupational health, security (including information technology security), environmental, export control, and/or other programmatic risk issues associated with performance of the work.

This acquisition will be conducted as a full and open competition. The North American Industry Classification System (NAICS) code for this acquisition is 541512 and the small business size standard is $27.5M dollars.  

This competitive procurement will result in a Cost-Plus-Award Fee (CPAF) Indefinite Delivery Indefinite Quantity (IDIQ) contract. The contract will have an effective ordering period of 5 years and 90 days from the contract effective date. The anticipated contract award date is June 1, 2021, with a June 1, 2021, contract effective date. A 90-day Phase-in will be accomplished under the first contract task order issued at contract award.

The contract will be performed onsite at NASA GSFC, offsite at the Contractor’s facilities, and at Distributed Active Archive Center (DAAC) locations. The Government will make available existing Installation-Accountable Government Property (IAGP) for onsite contract performance and Government Furnished Property (GFP) for offsite use at the Contractor’s facility.

The current planned release date for the Final Request for Proposal (RFP) is on or about July 31, 2020, with proposals being due approximately 45 calendar days later. 

The Presolicitation Conference will be held between June 29, 2020 – July 10, 2020. Notice will be posted on the procurement website noted below.

This DRFP is not a solicitation and NASA GSFC is not requesting proposals. This request does not commit GSFC to pay any proposal preparation costs, nor does it obligate GSFC to procure or contract for this requirement. This request shall not be construed as authorization to proceed with, or be paid for charges incurred by performing any of the work called for in this DRFP.

Any comments regarding the DRFP should be submitted via e-mail to the Contracting Officer at malika.graham@nasa.gov, within 30 calendar days after the release of this DRFP. The Government will consider all comments received in preparation of the Final RFP. To the extent a comment leads the Government to revise the acquisition approach or requirements, the change will be reflected in the Final RFP. Some DRFP questions and comments may receive a posted beta.sam.gov response if the Contracting Officer determines that a response would facilitate additional understanding of the solicitation. The Government will respond via FBO to comments and/or questions received following the issuance of the Final Request for Proposal (RFP).
