About this opportunity
The U.S. Army Corps of Engineers seeks proposals to provide long-term repair to the fuel pier at Eareckson Air Station in Shemya, Alaska, which was damaged during a 2020 storm. The repairs aim to provide 50 years of useful life and include replacing and refurbishing the existing fuel pier as well as armoring the adjacent western shoreline. Proposals are due by December 14, 2021 and will be evaluated using a two-phase selection process considering both price and non-price factors to select the best value proposal. The resulting contract will be firm-fixed price with a cost limitation of approximately $131 million.
There is no set-aside designation for this procurement. The NAICS code is 237990 and PSC code is R499. The place of performance is Adak, Alaska. The period of performance is 50 years to provide long-term repairs. Marine mammal observation protocols and possible unexploded ordnance clearing may be required given the remote location and weather conditions typical of the Aleutian Islands. Offerors are advised that the project may be canceled or revised at any time prior to final award.

Design and Repair to provide a long term repair to the fuel pier at Eareckson Air Station, Shemya Alaska which was damaged during a large storm in February 2020. Eareckson Air Station is located on Shemya Island, which is a logistically challenging, remote location at the western end of the Aleutian Island chain, approximately 1,500 air miles south west of Anchorage, Alaska and is routinely subject to high winds (excess of 80 mph) and generally inclement weather typical of the Aleutian Islands. Marine Mammal Observation protocols will be needed along with possible unexploded ordnance (UXO) clearing if a beach landing or anchoring is required during construction. The contract cost limitation for contract award is approximately $131 million. The resulting contract will be firm-fixed priced. The procurement will be conducted using two-phase source selection procedures and the award will be based on best value tradeoff source selection procedures, considering the price and non-price factors cited in this announcement and the solicitation.
